Southern Europe has been hit hard by the global economic crisis and, as such, their welfare states have come under acute strain. Unmet need has sharply increased while significant welfare reforms and deep social spending cuts have been prominent in the crisis management solutions implemented by governments, labouring under EU constraints and the strict rescue-deal requirements for Greece and Portugal. This volume provides a systematic comparative appraisal of welfare-state reform trajectories across Southern Europe prior to and during the crisis, and traces the impact of austerity policies and wider recession upon income inequality and poverty. It brings together a number of cross-country studies on major social policy areas, raising crucial questions. What policy choices are driving reforms as Southern European economies work their way out of fiscal difficulty? Can the crisis provoke the improvement of institutional capabilities and recalibration of social? Or, instead, does structural adjustment indicate a significant policy turn towards the erosion of social rights? The contributions critically approach these issues and bring evidence to bear upon whether Southern European welfare capitalisms are becoming more dissimilar. Some of the worst effects of the global economic downturn that commenced in 2008 have been felt in Europe, and specifically in the Eurozone’s so-called PIIGS (Portugal, Italy, Ireland, Greece, and Spain) and Cyprus. This edited volume is the first collection to bring together ethnographies of living with austerity inside the Eurozone, and explore how people across Southern Europe have come to understand their experiences of increased social suffering, insecurity, and material poverty. The contributors focus on how crises stimulate temporal thought (temporality), whether tilted in the direction of historicizing, presentifying, futural thought, or some combination of these possibilities. One of the themes linking diverse crisis experiences across national boundaries is how people contemplate their present conditions and potential futures in terms of the past. The studies in this collection thus supply ethnographies that journey to the source of historical production by identifying the ways in which the past may be activated, lived, embodied, and refashioned under contracting economic horizons. In times of crisis modern linear historicism is often overridden (and overwritten) by other historicities showing that in crises not only time, but history itself as an organizing structure and set of expectations, is up for grabs and can be refashioned according to new rules. In recent years, European societies and territories have witnessed the spatial impacts of a severe financial and socio-economic crisis. This book builds on the current debate concerning how cities and urban regions and their citizens deal with the consequences of the recent financial and socio-economic crisis. Cities in Crisis examines the political and administrative implications of austerity measures applied in southern European cities. These include cuts in local public spending and the processes of privatization of local public assets, as well as issues related to the re-scaling, recentralization or decentralization of competencies. Attention is paid to the rise of new ‘austerity regimes’, the question of their legitimacy and their spatial manifestations, and in particular to the social consequences of austerity. The contributions to this book lay the foundation for recommendations on how to improve and consolidate qualified governance arrangements in order to better address rapid economic and social changes. Such recommendations are applicable to cities and urban regions both within and outside of Europe. It identifies possible approaches, tools and partnerships to tackle the effects of the crisis and to prepare European cities for future challenges.

This book questions whether and to what extent a conjunctural phenomenon such as an economic crisis can bring about lasting political consequences. It focuses on the parties and party systems of four South European countries (Portugal, Spain, Italy, and Greece) between 2008-15. The authors also consider how elections, protests, and interests are affected by the crisis in these four democracies, before assessing how to define the impact of the economic crisis on political participation and competition. In this vein the book analyzes relevant aspects of party systems, the notion of neo-populism as a key to understanding new actors of South European policy, and interest intermediation as a factor of weakness in managing the crisis. Finally, the authors summarize the empirical results emerging from the research: the partial reshaping of cleavages as well as the relevance of the establishment vs. anti-establishment cleavage for the emergence and success of neo-populist parties. In recent years the countries of southern Europe have undergone, with varying intensity, a serious and prolonged economic crisis. Most have had to implement comprehensive economic adjustment programmes, including a wide range of structural reforms. Economic Crisis and Structural Reforms in Southern Europe examines these reforms, drawing policy lessons from their successes and failures. This book provides an in-depth account of the politics of the Eurozone crisis in Italy, Spain, Greece, Portugal, Cyprus and Malta, mapping the positions expressed by the governments of Southern EU countries during the Eurozone crisis negotiations, including Greece’s bailout deal, the so-called “Six Pack” and the “Fiscal Compact” and exploring the process of domestic preference formation. The book relies on original data resulting from fieldwork conducted in the context of the EU Commission- funded Horizon 2020 project “The Choice for Europe since Maastricht”.
