He defines "It", determines whether or not "It" can happen again, and attempts to understand why, at the time of writing in the early 1980s, "It" had not happened again. He deals with microeconomic theory, the evolution of monetary institutions, and Federal Reserve policy. Minsky argues that any economic theory which separates what economists call the 'real' economy from the financial system is bound to fail. Whilst the processes that cause financial instability are an inescapable part of the capitalist economy, Minsky also argues that financial instability need not lead to a great depression. The 2008 financial crisis—like the Great Depression—was a world-historical event. What caused it will be debated for years, if not generations. The conventional narrative is that the financial crisis was caused by Wall Street greed and insufficient regulation of the financial system. That narrative produced the Dodd-Frank Act, the most comprehensive financial-system regulation since the New Deal. There is evidence, however, that the Dodd-Frank Act has slowed the recovery from the recession. If insufficient regulation caused the financial crisis, then the Dodd-Frank Act will never be modified or repealed; proponents will argue that doing so will cause another crisis. A competing narrative about what caused the financial crisis has received little attention. This view, which is accepted by almost all Republicans in Congress and most conservatives, contends that the crisis was caused by government housing policies. This book extensively documents this view. For example, it shows that in June 2008, before the crisis, 58 percent of all US mortgages were subprime or other low-quality mortgages. Of these, 76 percent were on the books of government agencies such as Fannie Mae and Freddie Mac. When these mortgages defaulted in 2007 and 2008, they drove down housing prices and weakened banks and other mortgage holders, causing the crisis. After this book is published, no one will be able to claim that the financial crisis was caused by insufficient regulation, or defend Dodd-Frank, without coming to terms with the data this book contains.

Flying on Northwest Airlines in mid-2004, journalist and writer Jacobsen (WomensWallStreet.com) decided that a group of Middle Eastern men were acting suspiciously, apparently because the men were talking to each other, were using the bathroom too much, and because of the "cold, defiant look" she reports she got from one with whom she had earlier "exchanged friendly words." When she and her husband shared her concerns with a flight attendant, she writes, she was told that Federal Air Marshals were on the plane and that they were on top of the situation. Although she was later told by investigators that the men were in fact 14 Syrian musicians backing up a well-known Middle Eastern singer (the "Syrian Wayne Newton"), Jacobsen remained convinced that the men were part of a terrorist plot conducting "probes" of American aviation. She wrote up her suspicions for an article that caused a brief Internet sensation: it was publicized by such right-wing writers and proponents of racial profiling as Michelle Malkin and generally greeted with rolling eyes and chortles by those more on the center and left. She has since parlayed the original article into a continuing series on WomensWallStreet.com, much of which has now been distilled into this book, which contains the original article, descriptions of her testimony before Congress, an account of her (not particularly thorough) "investigation" into the Syrian musicians, and a condemnation of government failure to address the issue.
