PSI or parapsychological phenomena have been investigated by serious researchers for well over a century. Despite some diehard skeptics, the existence of PSI has now been solidly established by competent scientists using the most rigorous methodologies. Yet, a complete understanding of the phenomena of telepathy, precognition, clairvoyance, and psychokinesis has remained elusive for two reasons. First, a new worldview was needed to replace the outdated materialism assumed by so many scientists and philosophers. That view, “Mental Realism,” was developed in Keith Chandler’s last book, The Mind Paradigm: A Unified Model of Mental and Physical Reality. Second, a thorough review of the evidence for PSI was required to expose the erroneous assumptions that had hindered its theoretical progress. That task has been successfully undertaken by the author enabling him to entitle this book simply: PSI: What it is and How it works. With this book, Keith Chandler has now brought us full circle from the clockwork, sensory-bound world of Descartes and Newton to an understanding of our universe as a manifestation of purposeful, intelligent psychic energy. He has also finally removed parapsychology from the category of the “occult” and placed it where it belongs, in the domain of legitimate science.

"Psi" is the term used by researchers for a variety of demonstrable but elusive psychic phenomena. This collection of essays provides a detailed survey of the evidence for psi at the level of scientific examination. Key features of apparent psi phenomena are reviewed, including precognition and remote perception (knowledge of future or distant events that cannot be inferred from present information), presentiment (physiological responses to stimuli that have not yet occurred), the effects of human emotions on globally dispersed machines, the possible impact of local sidereal time on psi performance, and the familiar feeling of knowing who is calling on the phone. Special attention is given to those phenomena that make it difficult for scientists to get a clear understanding of psi. The body of psi research, while complex and frustrating, is shown to contain sufficiently compelling positive evidence to convince the rational open-minded observer that psi is real, and that one or more physical processes probably underlie observed psi phenomena.

Often seen as supernatural, unpredictable, illusory and possibly dangerous, ESP, telepathy, clairvoyance and other parapsychological activities are actually happening all the time and help us make sense of everyday experiences. First Sight provides a new way of understanding such experiences and describes a way of thinking about the unconscious mind that makes it clear that these abilities are not rare and anomalous, but instead are used by all of us all the time, unconsciously and efficiently. Drawing upon a broad array of studies in contemporary psychology, the author integrates a new model for understanding these unusual abilities with the best research in psychology on problems as diverse as memory, perception, personality, creativity and fear. In doing so, he illustrates how the field of parapsychology, which, historically, has been riddled with confusion, skepticism and false claims, can move from the edges of science to its center, where it will offer fascinating new knowledge about unmapped aspects of our nature. The author demonstrates that the new model accounts for accumulated findings very well, and explains previous mysteries, resolves apparent contradictions, and offers clear directions for further study. First Sight also ventures beyond the laboratory to explain such things as why apparent paranormal experiences are so rare, why they need not be feared, and how they can be more intentionally accessed. Further study of this theory is likely to lead to a "technology" of parapsychological processes while drastically revising our conception of the science of the mind toward a new science more humane and more replete with possibility than we have imagined in the past.

While governments throughout the world have different approaches to how they make their public sector information (PSI) available and the terms under which the information may be reused, there appears to be a broad recognition of the importance of digital networks and PSI to the economy and to society. However, despite the huge investments in PSI and the even larger estimated effects, surprisingly little is known about the costs and benefits of different information policies on the information society and the knowledge economy. By understanding the strengths and weaknesses of the current assessment methods and their underlying criteria, it should be possible to improve and apply such tools to help rationalize the policies and to clarify the role of the internet in disseminating PSI. This in turn can help promote the efficiency and effectiveness of PSI investments and management, and to improve their downstream economic and social results. The workshop that is summarized in this volume was intended to review the state of the art in assessment methods and to improve the understanding of what is known and what needs to be known about the effects of PSI activities.

From the Foreword: "In this book Joscha Bach introduces Dietrich Dörner's PSI architecture and Joscha's implementation of the MicroPSI architecture. These architectures and their implementation have several lessons for other architectures and models. Most notably, the PSI architecture includes drives and thus directly addresses questions of emotional behavior. An architecture including drives helps clarify how emotions could arise. It also changes the way that the architecture works on a fundamental level, providing an architecture more suited for behaving autonomously in a simulated world. PSI includes three types of drives, physiological (e.g., hunger), social (i.e., affiliation needs), and cognitive (i.e., reduction of uncertainty and expression of competency). These drives routinely influence goal formation and knowledge selection and application. The resulting architecture generates new kinds of behaviors, including context dependent memories, socially motivated behavior, and internally motivated task switching. The PSI architecture, while including perceptual, motor, learning, and cognitive processing components, also includes several novel knowledge representations: temporal structures, spatial memories, and several new information processing mechanisms and behaviors, including progress through types of knowledge sources when problem solving (the Rasmussen ladder), and knowledge-based hierarchical active vision. These mechanisms and representations suggest ways for making other architectures more realistic, more accurate, and easier to use. The architecture is demonstrated in the Island simulated environment. While it may look like a simple game, it was carefully designed to allow multiple tasks to be pursued and provides ways to satisfy the multiple drives. It would be useful in its own right for developing other architectures interested in multi-tasking, long-term learning, social interaction, embodied architectures, and related aspects of behavior that arise in a complex but tractable real-time environment. The resulting models are not presented as validated cognitive models, but as theoretical explorations in the space of architectures for generating behavior. The sweep of the architecture can thus be larger-it presents a new cognitive architecture attempting to provide a unified theory of cognition. It attempts to cover perhaps the largest number of phenomena to date. This is not a typical cognitive modeling work, but one that I believe that we can learn much from." --Frank E. Ritter, Series Editor Although computational models of cognition have become very popular, these models are relatively limited in their coverage of cognition-- they usually only emphasize problem solving and reasoning, or treat perception and motivation as isolated modules. The first architecture to cover cognition more broadly is PSI theory, developed by Dietrich Dorner. By integrating motivation and emotion with perception and reasoning, and including grounded neuro-symbolic representations, PSI contributes significantly to an integrated understanding of the mind. It provides a conceptual framework that highlights the relationships between perception and memory, language and mental representation, reasoning and motivation, emotion and cognition, autonomy and social behavior. It is, however, unfortunate that PSI's origin in psychology, its methodology, and its lack of documentation have limited its impact. The proposed book adapts Psi theory to cognitive science and artificial intelligence, by elucidating both its theoretical and technical frameworks, and clarifying its contribution to how we have come to understand cognition.
