Technology has facilitated the emergence of new and unprecedented threats, as terrorists and other non-NATO state actors utilize new technologies to exploit personal data, gather and misuse information and devise new methods. On the other hand, AI technology in particular has the potential to detect cyber intrusions, predict terrorist acts and contribute to the development of better surveillance and reconnaissance systems and more effective responses. It is therefore of vital importance that NATO and its partners keep their knowledge of these modern technologies up to date. This book presents papers from the NATO Advanced Research Workshop (ARW) entitled: Practical Applications of Advanced Technologies for Enhancing Security and Defense Capabilities: Perspectives and Challenges for the Western Balkans, held online from 14 to 21 October 2021. The main objective of the ARW was to explore the application of advanced technology for security and defense purposes and explore the development of strategies for regional cooperation between public, academic and private actors. Technology has been the spark that ignited NATO’s interest and commitment to scientific advancement during its history. Since its creation, the Science for Peace and Security (SPS) Programme has been instrumental to NATO’s commitment to innovation, science and technological advancement. During the years, SPS has demonstrated a flexible and versatile approach to practical scientific cooperation, and has promoted knowledge-sharing, building capacity, and projected stability outside NATO territory. The priorities addressed by the SPS Programme are aligned with NATO’s strategic objectives, and aim to tackle emerging security challenges that require dynamic adaptation for the prevention and mitigation of risks. By addressing priorities such as advanced technologies, hybrid threats, and counter-terrorism, the Programme deals with new, contemporary challenges. On 17-18 September 2019, the SPS Programme gathered at the KU Leuven University a wide number of researchers from a selection of on-going and recently closed SPS projects in the field of security-related advanced technologies for a “Cluster Workshop on Advanced Technologies”. The workshop covered, in particular, the following scientific domains: communication systems, advanced materials, sensors and detectors, and unmanned and autonomous systems. This book provides an overview on how these projects have contributed to the development of new technologies and innovative solutions and recommendations for future actions in the NATO SPS programme.

This book explores and analyzes the rapid pace of technological evolution in diplomatic, information, military, and economic sectors, which has contributed to a dynamic international policy environment. Global political stability is greatly influenced by innovations originating from numerous sources, including university labs, the technology sector, and military research. The objective of this volume is to develop new insights into how the proliferation of innovative ideas, low-cost weapons, and dual-use technologies impact the changing global security landscape. Innovative and dual-use technologies can be used for beneficial purposes or defensive purposes. Alternatively they may be appropriated or employed for nefarious purposes by hostile military powers and non-state actors alike. Such actions can threaten global security and stability. As the complexity of technological innovations continues to increase, existing control mechanisms such as international regulations and security arrangements may be insufficient to stem the tide of proliferation over time. As such, this works seeks to assess and present policy solutions to curtail the threat to global stability posed by the proliferation of weapons and dual-use technology.

This book debates and discusses the present and future of Disruptive Technologies in general and military Disruptive Technologies in particular. Its primary goal is to discuss various critical and advanced elucidations on strategic technologies. The focus is less on extrapolating the future of technology in a strict sense, and more on understanding the Disruptive Technology paradigm. It is widely accepted that technology alone cannot win any military campaign or war. However, technological superiority always offers militaries an advantage. More importantly, technology also has a great deterrent value. Hence, on occasion, technology can help to avoid wars. Accordingly, it is important to effectively manage new technologies by identifying their strategic utility and role in existing military architectures and the possible contributions they could make towards improving overall military capabilities. This can also entail doctrinal changes, so as to translate these new technologies into concrete advantages.

The emergence of the European Security and Defense Policy (ESDP) in the last two-thirds of the 1990s and continuing into the new century, has been a complex process intertwining politics, economics, national cultures, and numerous institutions. This book provides an essential background for understanding how security issues as between NATO and the European Union are being posed for the early part of the 21st century, including the new circumstances following the terrorist attacks in New York and Washington on September 11, 2001.
