This book seeks to identify and address gaps in our understanding of maritime security and the role of small navies in Europe. The majority of Europe’s navies are small, yet they are often called upon to address a complex array of traditional and non-traditional threats. This volume examines the role of small navies within the European security architecture, by discussing areas of commonality and difference between navies, and arguing that it is not possible to fully understand either maritime strategy or European security without taking into account the actions of small navies. It contains a number of case studies that provide an opportunity to explore how different European states view the current security environment and how naval policy has undergone significant changes within the lifetime of the existing naval assets. In addition, the book examines how maritime security and naval development in Europe might evolve, given that economic forecasts will likely limit the potential procurement of ‘larger’ naval assets in the future, which means that European states will increasingly have to do more with less in the maritime domain. This book will be of much interest to students of maritime strategy, naval power, strategic studies, European politics and international relations in general.

In an age of uncertainties influenced by information technologies and the networking of societies, the maritime domain remains the main global lane of communication, vital for trade and security. The European Union has become a maritime actor, carrying out counter-piracy and maritime capacity-building operations and actively dealing with maritime safety, fisheries protection, port security, maritime surveillance and counter-immigration at sea. The Union's policies, mechanisms and activities related to the maritime domain are now backed by a Maritime Security Strategy, adopted by the Council in June 2014. Whilst maritime studies tend to reflect the dominance of large navies, history shows how relatively small naval forces can have a disproportionately large impact on global events. From Confederate commerce raiders in the nineteenth century, to Somali pirates today, even the most minor of maritime forces can become a key player on a global stage. Examining a broad range of examples, this volume addresses the roles and activities of small navies in the past and the present at the national, regional and international level. In particular, it focusses on the different ways in which such forces have identified and addressed national and international security challenges and the way in which they interact with other navies and security agencies. In addition the collection also investigates the relationship of such navies with non-governmental organisations, institutions and bodies in pursuit of broader maritime goals, be they political, financial or environmental. Adopting an interdisciplinary approach drawing on the best new research from the fields of international relations, security studies, strategic studies and maritime history, the book examines the diversity of experience amongst different smaller navies and also establishes areas of similarity. Divided into two sections, part one begins with a number of chapters that are theoretical in nature, whilst part two provides case studies that offer a more regional focus, including analysis of the challenges facing contemporary navies and historical case studies designed to reveal the experience of small navies over time. By adopting an approach that combines historical considerations with analysis of current events, the collection offers a unique perspective on the role that small navies have played in wider nautical affairs and their continued impact upon global maritime strategies.

This report contains the results from a research project aimed at identifying new capabilities for the future Royal Netherlands Navy (RNLN). With the type of naval operations and tasks for the period up to 2030-35 largely enduring, the current "regional power projection" profile of the Royal Netherlands Navy (RNLN) must be strengthened and renewed. We envisage the core of the future naval force to remain a versatile mix of surface and sub-surface combatants, shipborne helicopters and unmanned systems for intelligence purposes and extended force projection, modern amphibious forces and long-range land attack capability to counter Anti-Access and Area Denial (A2AD) threats. All main vessels should be ocean-going, able to navigate the main operating theaters in the European seas and the Carib under all conditions. But even while we expect that naval operations and tasks, as well as the overall force profile of the RNLN, will evolve rather than drastically change, the RNLN must substantially innovate — but not beyond recognition — its personnel, materiel, doctrines and processes, organization and structures.

The twenty-first century has seen a sharp rise in privatization of the military, especially of logistics and security functions during the U.S.-led wars in Iraq and Afghanistan. The outbreak of Somali piracy that started in 2008 has prompted a similar revolution in maritime security. Private security companies began operating armed escort vessels to protect merchant shipping against pirates off the Horn of Africa. Private Anti-Piracy Navies is intended to provide a contextualized understanding of the historical origins, current state, and future prospects of this fast-changing sector. Centuries ago, the British East India Company used a private navy against piracy in the same waters with much success. Yet since then, international law has evolved to more tightly regulate the use of force by civilians, and to afford greater protections to suspected pirates. Thus, the development of what are in effect private warships has presented numerous legal and regulatory problems. How can the companies that operate these vessels be effectively licensed? Under what circumstances should they be allowed to use lethal force? This book explains how regulators in industry and government have attempted to answer such questions, and highlights the remaining areas of uncertainty. It also addresses the economic factors that drive the struggle between pirates and anti-piracy forces. Of equal concern are operational considerations such as defensive tactics, logistics, and rules of engagement. Security companies must carefully balance rights concerns against the need to defend ships effectively. Partly due to the contribution of private security, piracy in the Indian Ocean has dropped significantly over the past two years, leading to widespread overconfidence. Governments under severe budget pressure may withdraw their naval task forces from the region prematurely, leading to a resurgence of Somali piracy. At the same time, pirates are wreaking havoc in the Gulf of Guinea off West Africa. The book concludes with an assessment of private naval forces’ prospects in these conflicts over the short term, as well as the implications for wider naval privatization in the long run.

The purpose of this book is to describe and analyse the instrumental role European naval forces might play in developing and sustaining a future foreign and security policy for the community of European states. First, Europe's rapidly changing security environment is analysed with a keen eye for the possible development of a European `grand strategy' (foreign and security policy) for the near and longer term future. Derived from this analysis, the present context and possible future directions are established for a common European maritime strategy. Next, the theoretical challenges and the practical solutions are discussed vis-à-vis the primary tasks and capabilities of European naval forces, the execution of naval operations (including the provision of seapower) in defence of strategic European interests. Then, the issue of good governance at sea is addressed. The requirement for naval involvement in policing the seas and a concept for a European approach to `good governance at sea' are discussed. In conclusion, the relevance of the United Nations Convention on the Law of the Sea (UNCLOS) is scrutinized. Special attention is paid to the potential for a joint European-UNCLOS initiative and its associated instruments. The individual chapters are contributed by leading experts in the field of international and maritime security affairs.
