Excerpt from Mayor Vs; Council: Should a System of Municipal Government, Concentrating All Executive and Administrative Powers in the Mayor, Be Adopted in Cities of the United States The literary societies of the University of Wisconsin submit this, the Twenty-Seventh Annual Joint Debate, with the hope that it will be as favorably received by the public, as those of previous years. Since the first joint debate between the literary societies of the University in 1867, the debate has taken place almost regularly each year and is to-day one of the most important college events. The investigation for each successive debate has become broader and closer, until now the contestants spend a whole year in careful preparation. For a number of years the debates have been published and have been received with favorable comment by the most eminent authorities. The growth and success of the Joint Debate has been partly due to a peculiar and admirable organization of debating societies which has existed in the University of Wisconsin for years, but more largely due to the head of department of rhetoric and oratory, Prof. D. B. Frankenburger, who has done everything to defend and strengthen the debating societies and to encourage scientific argumentation. In the preparation of this debate, the contestants visited all the cities under the centralized system and made a personal investigation of its practical workings. It is hoped that the results of their work, which is briefly summarized in the following pages, will add something of value to this important subject. Excerpt from The Charter of the City of Nashville: Mayor and City Council Form of Government A bill to be entitled An Act to create a municipal corporation to be known as the "City of Nashville," and to define its rights, powers, duties and obligations, and to repeal all laws or parts of laws in conflict with the provisions of this Act. Section 1. Be it enacted by the General Assembly of the State of Tennessee, That there is hereby created a municipal corporation and body politic, to be known and designated as the "City of Nashville," the boundaries of which shall be co-extensive with the present limits of the municipal corporation, City of Nashville, which was chartered under Chapter (22) of the Private Acts of 1913. Said municipal corporation shall be divided into fifteen (15) wards. The First Ward shall include all the area within the following boundaries, to-wit: Beginning at Jefferson Street, on the Cumberland River; thence west along the center of Jefferson Street to the intersection of Eighteenth Avenue, North; thence north along the center of Eighteenth Avenue, North, to Bosley, or Heiman Street; thence West along the center line of Bosley Street to Twenty-first Avenue, North; the corporation line; thence northwardly and eastwardly along the corporation line as it now exists to the Cumberland River; thence southwardly with the Cumberland River to the point of beginning. The boundary lines of the Second Ward shall be as follows: Beginning at Jefferson Street and the Cumberland River; thence westwardly along the center of Jefferson Street to the intersection of Ninth Avenue, North; thence southwardly along the center of Ninth Avenue, North, to the center of Jo Johnson Avenue; thence eastwardly along Jo Johnson Avenue to the center of Fourth Avenue, North; thence southwardly along the center of Fourth Avenue, North, to the center of Broadway; thence westwardly with the center of Broadway to the center of Fifth Avenue; thence southwardly along the center of Fifth Avenue, South, to the center of Peabody Street; thence eastwardly with the center of Peabody Street and the extension thereof to the Cumberland River; thence northwardly on Cumberland River to the intersection of Jefferson Street, the point of beginning. Excerpt from The Commission Plan and Commission-Manager Plan of Municipal Government: An Analytical Study In Galveston, Texas, after the flood of 1900, which fairly wiped out the city, the typical old-style mayor-and-council form of government broke down and was replaced by a com mission of five men appointed by the Governor of Texas. This commission worked swiftly and efficiently, and soon had the municipal government working and at much less annual cost. After the emergency passed, an attempt was made to continue the same government with three members appointed by the governor and two chosen by popular vote, as it was supposed that so simple and powerful a form of organization would be unsafe if manned entirely by elective representatives. A court decision declared the continued appointment of city officers in this way to be unconstitutional, and the entire com mission forthwith became elective. To the surprise of many observers, no demoralization ensued, and through successive elections the changes in personnel have been very slight. Gal veston began to claim that it was the best governed city in the United States, and Houston, Texas, in 1905, copied the Gal veston charter with similar satisfaction. In 1907 Des Moines adopted the Galveston plan, with the addition of the initiative, referendum and recall and non partisan primary. The Des Moines charter was widely copied, largely on the strength of the Des Moines experience, the number of cities adopting this form having increased until, on june l, 1914, there are 327 cities and towns of 2000 population or over which have changed their governments to the newtype. Few changes of importance were made in the Des Moines model for several years (except the preferential ballot added first by Grand Junction, Colo.) until the appearance in 1913 of the city manager, or commission manager modification, which is described in the attached supplementary report of the committee. Excerpt from State and Municipal Government in the United States In spite of the importance and interest of international and national questions of policy and in spite of the rapidly widening sphere of federal legislation and administration the life of an American citizen is affected more often by the agencies of local government than by those of the national government. Under the protection of the Federal Constitution the life and property of the citizen are governed and protected by state, not federal, laws. In his political capacity the citizen takes part in both the federal and the local government in accordance with state regulations. Acting under the state laws are the particular political units in which the citizen may reside - the county, city, or town. T o the authorities of these the citizen most fre quently looks for governmental support and regulation. Yet these local bodies are distinctly subordinate to and created by the authority of the state and are supervised and regulated by it. It is the purpose of this book to discuss the organization, the distribution of powers and functions, and the operation of these agencies of local government. Other books have dealt with state government and state administration or with munici pal government and municipal administration, but this book covers both state and municipal government, treating the two as a single manifestation of local government. With this in mind the book has been divided into five parts. In Part I the federal system and the state constitutions as the fundamental basis of local government are discussed.
