This book, written by an international group of experts from China, Europe and the USA, presents a broad and comprehensive analysis of the chemical and meteorological processes responsible for the formation of air pollutants in eastern Asia, and in particular for the development of severe pollution episodes observed primarily during winter in the northeastern part of China. With the rapid population growth, economic development and urbanization occurring in Asia, air pollution has become a major environmental problem in this part of the world. The book is organized around six distinct parts. The first part of the volume offers a general perspective on issues related to air pollution including persistent haze events in eastern and southern Asia. The second part presents an overview of air pollution sources (i.e., anthropogenic and biomass burning sources). The third part analyzes in-situ observations of chemical species in China, while the fourth part focuses on space observations of gas-phase and aerosol species. The modeling aspects are treated in the fifth part of the volume, which includes a presentation of several air quality forecast systems and an assessment of the role of urbanization on air pollution levels. Finally, the effects of air pollution on health and crop productivity in China are discussed in the last part of the book. The book also presents an integrated view of past and present situations in Asia and provides the scientific basis from which mitigation policies can be established and air quality can be improved. MERCOSUR, the Common Market of the Southern Cone, was established to liberalize the movement of goods and services, eliminate customs duties, and coordinate macroeconomic and sectoral polices. Competition policy has been the subject of coordination at the MERCOSUR level. This paper provides an assessment of the legislative and enforcement effectiveness of the competition framework of the four MERCOSUR countries and gives specific recommendations for reform. MERCOSUR, formed in 1991 under the Treaty of Asuncion, currently consists of Argentina, Brazil, Paraguay, and Uruguay with Chile and Bolivia as associate members.

South Asia is home to 9 of the world's 10 cities with the worst air pollution. Concentrations of fine particulate matter (PM2.5) in some of the region's most densely populated and poor areas are up to 20 times higher than what the World Health Organization considers healthy (5 micrograms per cubic meter). This pollution causes an estimated 2 million premature deaths in the region each year and results in significant economic costs. Controlling air pollution is difficult without a better understanding of the activities that cause emissions of particulate matter. Air pollution travels long distances in South Asia and gets trapped in large 'airsheds' that are shaped by climatology and geography. 'Striving for Clean Air' identifies six major airsheds in the region and analyzes four scenarios for reducing air pollution with varying degrees of policy implementation and cooperation among countries. The analysis shows that cooperation between different jurisdictions within an airshed is crucial, and a schematic road map with three phases is proposed. The phases in the road map may overlap when the rate of progress differs, depending on local circumstances. Phase 1 would improve monitoring and institutions; Phase 2 would introduce additional and joint targets for cost-effective abatement; and Phase 3 would mainstream air quality in the economy.
