The good, and the evil, which this treaty occasioned, are therefore now susceptible of a just estimate; and the present is a proper period for recalling the public recollection, to the causes and effects of a measure, which, in its inception, and during every stage of its progress, was perseveringly calumniated and opposed; and which, in consequence of inveterate prejudices, is, to the present day, a topic of party invective, against the federal administration.
