While the inquiry was local in scope, the facts discovered are national in their significance. New York produces three-fourths of all the artificial flowers made in the United States. The development of the industry in any other section of the country will depend on the labor standards maintained in the city where it is now so largely concentrated. Furthermore, the trade is a concrete illustration of large industrial problems - seasonal work, child labor, lack of skill, the home-work system - which are common to many occupations in many communities. Intensive studies of the conditions in one trade in one city will throw light on conditions in other trades in other cities. Efforts to solve the problem in one locality will stimulate action in other sections of the country.
