This report is FAO's latest assessment of the long-term outlook for the world's food supplies, nutrition and agriculture. It presents the projections and the main messages. The projections cover supply and demand for the major agricultural commodities and sectors, including fisheries and forestry. This analysis forms the basis for a more detailed examination of other factors, such as nutrition and undernourishment, and the implications for international trade. The report also investigates the implications of future supply and demand for the natural resource base and discusses how technology can contribute to more sustainable development. One of the report's main findings is that, if no corrective action is taken, the target set by the World Food Summit in 1996 (that of halving the number of undernourished people by 2015) is not going to be met. Nothing short of a massive effort at improving the overall development performance will free the developing world of its most pressing food insecurity problems. The progress made towards this target depends on many factors, not least of which are political will and the mobilization of additional resources. Past experience underlines the crucial role of agriculture in the development process, particularly where the majority of the population still depends on this sector for employment and income.

The Agricultural Outlook 2021-2030 is a collaborative effort of the Organisation for Economic Co-operation and Development (OECD) and the Food and Agriculture Organization (FAO) of the United Nations. It brings together the commodity, policy and country expertise of both organisations as well as input from collaborating member countries to provide an annual assessment of the prospects for the coming decade of national, regional and global agricultural commodity markets. The publication consists of 11 Chapters; Chapter 1 covers agricultural and food markets; Chapter 2 provides regional outlooks and the remaining chapters are dedicated to individual commodities.

Continued population growth, rapidly changing consumption patterns and the impacts of climate change and environmental degradation are driving limited resources of food, energy, water and materials towards critical thresholds worldwide. The world's demand for food is expected to double within the next 50 years, while the natural resources that sustain agriculture will become increasingly scarce, degraded, and vulnerable to the effects of climate change. In many poor countries, agriculture accounts for at least 40 percent of GDP and 80 percent of employment. At the same time, about 70 percent of the world's poor live in rural areas and most depend on agriculture for their livelihoods. 'World Development Report 2008' seeks to assess where, when, and how agriculture can be an effective instrument for economic development, especially development that favors the poor. It examines several broad questions: How has agriculture changed in developing countries in the past 20 years? What are the important new challenges and opportunities for agriculture? Which new sources of agricultural growth can be captured cost effectively in particular in poor countries with large agricultural sectors as in Africa? How can agricultural growth be made more effective for poverty reduction? How can governments facilitate the transition of large populations out of agriculture, without simply transferring the burden of rural poverty to urban areas? How can the natural resource endowment for agriculture be protected? How can agriculture's negative environmental effects be contained? This year's report marks the 30th year the World Bank has been publishing the 'World Development Report'.
