The U.S. Government Accountability Office (GAO) is an independent agency that works for Congress. The GAO watches over Congress, and investigates how the federal government spends taxpayers dollars. Contractors provide a broad range of support to U.S. forces deployed to Afghanistan and Iraq, with the number of contractors at times exceeding the number of military personnel in each country.
