Since the crucial maritime battles that were fought during the Second World War in both the Atlantic and Pacific Oceans and the post-war period, which saw a naval standoff between a vast US navy and a growing Soviet navy, the focus of international maritime power has changed. Major maritime powers have deployed warships, aircraft carriers and heavy land forces around the globe, for purposes of diplomacy, such as in maintaining far-flung alliances; for deterrent purposes, such as in the Taiwan Straits; for warfighting, such as in its crucial support roles in recent conflicts in Afghanistan and both Gulf Wars; and for complex emergencies, such as tsunami and earthquake rescue in Indonesia and Pakistan. Increasingly, maritime power is employed in counter-terrorism, such as in joint patrols, counter-terrorism exercises and in intercepting ships suspected of carrying weapons of mass destruction. The Politics of Maritime Power is an exploration of the contemporary facets of maritime power, particularly as an instrument of the state, in the post-Second World War era. In Maritime Power and the Law of the Sea: Expeditionary Operations in World Politics, Commander James Kraska analyzes the evolving rules governing freedom of the seas and their impact on expeditionary operations in the littoral, near-shore coastal zone. Coastal state practice and international law are developing in ways that restrict naval access to the littorals and associated coastal communities and inshore regions that have become the fulcrum of world geopolitics. Consequently, the ability of naval forces to project expeditionary power throughout semi-enclosed seas, exclusive economic zones (EEZs) and along the important sea-shore interface is diminishing and, as a result, limiting strategic access and freedom of action where it is most needed. Commander Kraska describes how control of the global commons, coupled with new approaches to sea power and expeditionary force projection, has given the United States and its allies the ability to assert overwhelming sea power to nearly any area of the globe. But as the law of the sea gravitates away from a classic liberal order of the oceans, naval forces are finding it more challenging to accomplish the spectrum of maritime missions in the coastal littorals, including forward presence, power projection, deterrence, humanitarian assistance and sea control. The Indian Ocean is of tremendous geo-political and strategic relevance. More than eighty per cent of global seaborne trade in oil passes through the Ocean. Access to resources is under-regulated (fishing) or has yet to be conceived (deep sea bed mining) and security concerns such as piracy and the stability of strategically located states, are propelling countries to rethink naval capabilities and priorities. This applies to littoral countries as well as to extra-regional powers such as China, Japan, European countries and the United States, each of which is keenly interested in maintaining and securing open sea-lanes of communication. The revival in maritime concern is prompting new dynamics of competition and cooperation in a region that has historically been characterised by dense cultural, economic and political networks. The Indian Ocean is an extensive and expansive space where no one power has been able to hold sway. Hence, multilateralism and open regionalism are key contributors to stability, both in terms of military as well as commercial coordination.
