The Nordic Model is the 20th-century Scandinavian recipe for combining stable democracies, individual freedom, economic growth and comprehensive systems for social security. But what happens when Sweden and Finland – two countries topping global indexes for competitiveness, productivity, growth, quality of life, prosperity, and equality – start doubting themselves and their future? Is the Nordic Model at a crossroads? Historically, consensus, continuity, social cohesion, and broad social trust have been hailed as key components for the success and for the self-images of Sweden and Finland. In the contemporary, however, political debates in both countries are increasingly focused on risks, threats, and worry. Social disintegration, political polarization, geopolitical anxieties, and threat of terrorism are often dominant themes. This book focuses on what appears to be a paradox: countries with low income differences, high faith in social institutions, and relatively high cultural homogeneity becoming fixated on the fear of polarization, disintegration, and diminished social trust. Unpacking the presentist discourse of "worry" and a sense of interregnum at the face of geopolitical tensions, digitalization, and globalization, as well as challenges to democracy, the chapters take steps back in time and explore the current conjecture through the eyes of historians and social scientists, addressing key aspects of and challenges to both the contemporary and future Nordic Model. In addition, the functioning and efficacy of the participatory democracy and current protocols of decision-making are debated. This work is essential reading for students and scholars of the welfare state, social reforms, and populism, as well as Nordic and Scandinavian studies. The political structures of the Scandinavian nations have long stood as models for government and public policy. This comprehensive study examines how that “Nordic model” of government developed, as well as its far-reaching influence. Respected Scandinavian historian Mary Hilson surveys the political bureaucracies of the five Nordic countries—Denmark, Finland, Iceland, Norway, and Sweden—and traces their historical influences and the ways they have changed, individually and as a group, over time. The book investigates issues such as economic development, foreign policy, politics, government, and the welfare state, and it also explores prevailing cultural perceptions of Scandinavia in the twentieth century. Hilson then turns to the future of the Nordic region as a unified whole within Europe as well as in the world, and considers the re-emergence of the Baltic Sea as a pivotal region on the global stage. The Nordic Model offers an incisive assessment of Scandinavia yesterday and today, making this an essential text for students and scholars of political science, European history, and Scandinavian studies.

In international welfare state scholarship and political discourse the Nordic Model has become a standard concept. But how precise is the concept and to what extent do the five Nordic countries fit into this overall pattern? In this book a group of Nordic historians trace the historical origins and developments of welfare in the five Nordic countries. The aim of this book is to modify the standard concept by emphasizing both the common features and the variations between them. As a work hypothesis the authors regard "Norden" as a model with five exceptions. The articles in this book are all written by historians who have worked within the framework of a Nordic research project operating under the title The Nordic Welfare-Model - a Historical reappraisal.

This critical and empirically based volume examines the multiple existing Nordic models, providing analytically innovative attention to the multitude of circulating ideas, images and experiences referred to as "Nordic". It addresses related paradoxes as well as patterns of circulation, claims about the exceptionality of Nordic models, and the diffusion and impact of Nordic experiences and ideas. Providing original case studies, the book further examines how the Nordic models have been constructed, transformed and circulated in time and in space. It investigates the actors and channels that have been involved in circulating models: journalists and media, bureaucrats and policy-makers, international organizations, national politicians and institutions, scholars, public diplomats and analyses where and why models have travelled. Finally, the book shows that Nordic models, perspectives, or ideas do not always originate in the Nordic region, nor do they always develop as deliberate efforts to promote Nordic interests. This book will be of key interest to Nordic and Scandinavian studies, European studies, and more broadly to history, sociology, political science, marketing, social policy, organizational theory and public management. For outsiders, the popularity and social sustainability of the extensive scope of Nordic welfare states, such as the strong role of the state and high levels of taxation, remains something of a mystery. Making use of recent international survey data, this important book goes some way towards solving this mystery. It underlines the remarkable success of Nordic welfare institutions which help to maintain not only low rates of poverty and inequality, but high levels of well-being, trust, social capital and political participation. Jochen Clasen, University of Edinburgh, UK Nordic welfare states have long enjoyed a leadership position in the provision of social welfare. They are now caught up in the current of thorough-going reform that is sweeping across Europe. This book uses data from the European Social Survey in fresh and innovative ways to demonstrate the resilience of Nordic models and to show how political discourses are changing across a whole range of policy areas. Peter Taylor-Gooby, University of Kent, UK This book addresses the effect that institutional settings typical to the Nordic countries have upon people s attitudes and behaviour. Placed within a European comparative perspective, the analyses presented by the contributing authors centre around issues relating to the welfare state, politics, family and work, as well as cultural concerns including economic morality and religiosity. Despite differences between the Nordic countries, the overall impression given is of a shared outlook and way of life. In the European context, the Nordic countries particularly stand out as a distinct group therefore demonstrating their institutional similarities. Providing highly rigorous and up-to-date data, with a wide coverage of topics, this book will be of great interest to academics and students in sociology, social policy and political science. It will also appeal to anyone interested in the Nordic countries in general.
