As Senegal prepares to celebrate fifty years of independence from French colonial rule, academic and policy circles are engaged in a vigorous debate about its experience in nation building. An important aspect of this debate is the impact of globalization on Senegal, particularly the massive labor migration that began directly after independence. From Tokyo to Melbourne, from Turin to Buenos Aires, from to Paris to New York, 300,000 Senegalese immigrants are simultaneously negotiating their integration into their host society and seriously impacting the development of their homeland. This book addresses the modes of organization of transnational societies in the globalized context, and specifically the role of religion in the experience of migrant communities in Western societies. Abundant literature is available on immigrants from Latin America and Asia, but very little on Africans, especially those from French speaking countries in the United States. Ousmane Kane offers a case study of the growing Senegalese community in New York City. By pulling together numerous aspects (religious, ethnic, occupational, gender, generational, socio-economic, and political) of the experience of the Senegalese migrant community into an integrated analysis, linking discussion of both the homeland and host community, this book breaks new ground in the debate about postcolonial Senegal, Muslim globalization and diaspora studies in the United States. A leading scholar of African Islam, Ousmane Kane has also conducted extensive research in North America, Europe and Africa, which allows him to provide an insightful historical ethnography of the Senegalese transnational experience.

This paper will provide a comparative analysis of the United States (U.S.) Department of Homeland Security's Emergency Preparedness and Response directorate and the Israel Defense Forces' Home Front Command. It will focus on the preparedness aspect of homeland security and will address similarities and differences of both organizations, recent initiatives within each organization, and collaborative efforts between the United States and Israel in support of homeland security. It will illustrate that both organizations have made great strides in their homeland security efforts but that there is still much that needs to be done.

America is a target; the homeland is under threat. While Americans have been targets of terrorist attacks for quite some time, September 11, 2001, awoke the nation to the reality that we are vulnerable in our homes, our places of work and worship, and our means of public transportation. And yet, we must continue to function as best we can as the world's most vibrant economic and political community. The current threat environment requires greater engagement with the public, as the necessary eyes and ears of the nation's homeland security infrastructure. However, to be effective, the public must be equipped with the knowledge of where and why specific locations and activities may be a terrorist target, what is being done to protect those targets, and how they can help. This three-volume set answers that need. The chapters of each volume of Homeland Security revolve around a core of central questions. Are we safer today than we were pre-9/11? What steps have been taken in all these areas to protect ourselves? What are the threats we face, and what new threats have developed since 9/11? Are we staying one step ahead of those who wish to do us harm? In 2002, more than 400 million people, 122 million cars, 11 million trucks, 2.4 million freight cars, and 8 million containers entered the United States. Nearly 60,000 vessels entered the United States at its 301 ports of entry. Clearly the amount of activity this represents will require a long-term commitment to innovation, organizational learning, and public vigilance to complement an already overstretched network of government agencies and security professionals.

This book analyzes parties beyond the national borders and their increasing institutionalization abroad, in order to understand their development, their organizational specificities, their functions, and their impact on the party system and national politics at home. With 12 contrasted case studies, it comparatively addresses a wide range of perspectives on political parties abroad and lays the foundation for a framework of analysis of political parties abroad, contributing to a better understanding of transnationalism and long-distance democracy. The generalization of overseas voting and the development of representative institutions for emigrants has transformed the civic and political links between states and their diaspora. This has also created new opportunities for political parties, with the task to reach out to citizens living abroad, mobilize them for elections, and even organize their representation at home. This book represents the first in-depth study of an emerging phenomenon. This book will be of key interest to scholars and students of political parties/party politics, immigration, and more broadly to democracy studies and comparative politics.
