This book argues for the need to rethink governance through the lens of 'resilience as self-governance'. Building on complexity-thinking, it contends that in the context of change and complex life, challenges are most efficiently dealt with, at the source, 'locally', to make 'the global' more responsive and sustainable. Resilience as self-governance is advanced as an overriding framework to explore its constitutive elements - identity, ‘good life’, local coping strategies and support infrastructures - which, when mobilized, can turn communities into ‘peoplehood’ in the face of adversity. It is argued that these communities of relations, self-organised and self-aware of their worth, is what makes them so resilient to crises, and what helps them to transform with change; and how they should be governed today. Central Eurasia, spanning from Belarus in the west, to Azerbaijan in the south and Kyrgyzstan in the east, provides fertile grounds for exploring how resilience works in practice in times of complex change. By immersing into centuries-long traditions and philosophy, local experiences of survival, and visions for change, this book shows that governability at any level requires a substantive 'local' input to make 'the global' more enduring and resilient in a complex adaptive world. This book will be of great value to students and scholars in the fields of Politics including Eurasian politics and the various aspects of Governance. This book asks if it is time to “reboot” the fundamental institutions of global international society. The volume revisits Hedley Bull’s seminal contribution The Anarchical Society by exploring the interconnected nature of change, contestation and resilience for maintaining order in today’s uncertain and complex environment. The volume adds to Bull’s theorizing by recognizing that order demands change, that contestation should be welcomed, and that resilience is anchored in local and agent-led forms of ordering. The contributors to Part One of the book focus on theoretical and conceptual issues related to order in the global international society, whilst the contributors to Part Two of the book focus on the primary institutions as listed by Hedley Bull with the addition of a chapter on the market adding a distinctive commentary on new and important dynamics of change, contestation and resilience of the existing institutions.

The growing importance of Central and Inner Asia and the Silk Road is much discussed at present. This book compares the nature of present day networks in these regions with the patterns of similar connections which existed at the time of the Mongol Empire in the thirteenth century and its successor states. It considers settlement patterns, technology and technology transfer, trade, political arrangements, the role of religion and the impact of the powerful states which border the region. Overall, the book demonstrates that the Mongol Empire anticipated many of the networks and connections which exist in the region at present.

This book presents a comprehensive overview of current developments in Belarus. It explores how there has been an upswelling of popular support for the idea that Belarus must change. It highlights how the old regime, aiming to retain the Soviet legacy, reluctant to reform, presiding over worsening economic conditions and refusing to take measures to cope with the Covid-19 pandemic, has been confronted by increasing bottom-up social mobilisation which demands a transformation of state-society relations and a new sense of Belarusian peoplehood. The book outlines how the current situation has developed, considers how the present demands for change are deep seated and long brewing trends, and reveals much detail about many aspects of the growing societal mobilisation. Overall, the book demonstrates that, although the old regime remains in power, Belarusian society has changed fundamentally, thereby bringing great hope that change will eventually come about.

Through invasions, migrations, trade and cultural exchange, developments in Central Eurasia have, for millennia, impacted upon the history of both Europe and Asia. For the last three hundred years, Central Eurasia has been the stage upon which great empires clashed. Following the dissolution of the Soviet Union, Central Eurasia has once again emerged as a region of geo-political concern with various new international actors involved: the USA, international monetary organizations, strategic alliances, TNCs, NGOs, regional blocks, as well as criminal groups and ethno-religious movements. The new ‘centrality’ of Central Eurasia brings new security threats to the region’s population, to Europe and to the rest of the world. Repressive political regimes and marginalization of whole groups of the population inflame conflicts that spill across national borders. Migration to Europe, both legal and illegal, the illicit production and trade of drugs are the direct outcome of social-economic destabilization in Central Eurasia. Territorial disputes, border conflicts and competition for resources among the Central Eurasian ethnicities have become the unfortunate reality. Post-Soviet Central Eurasia, as a direct neighbor to the turbulent Middle East, is a potential playground for extremist movements: radical Islamic groups and terrorist organizations. The contributors to this book, coming from various theoretical schools and presenting innovative interdisciplinary approaches, provide their views on the socio-political challenges confronting the nine Central Eurasian states - Kazakhstan, Uzbekistan, Kyrgyzstan, Tajikistan, Turkmenistan, Mongolia, Armenia, Azerbaijan and Georgia.
