Extreme weather events including floods, wildfires, hurricanes, and other natural disasters have become both more frequent and more severe, whilst events such as the COVID-19 pandemic represent a global threat to public health with huge economic effects that recovery packages tried to address. These disruptive events, alone and in combination, have dramatic consequences on nature, human life, and the economy, calling for urgent action to mitigate their causes and adapt to their impacts. In response to discourses of collapsology and end-of-growth theories, this monograph offers an analytical approach to developing legal responses that can help ensure the needs of present and future generations can be met through energy systems, infrastructure development, and natural resources management in these times of disruption. 'Resilience' is, therefore, seen as a common framework for the interpretation and development of energy, infrastructure, and natural resources law. National security relies heavily on the ready availability of energy resources in the types, quantities, and locations the military demands. While U.S. energy needs are currently met, the shrinking gap between global supply and demand draws the world closer to a tipping point at which human behavior is less predictable, competition overwhelms social and geopolitical normalizing forces, and conflict becomes more likely and more pronounced. Given concerns about future resource availability, DoD would be well served by devising and implementing a sustainable, resilient energy strategy that addresses current projections and adapts to evolving conditions.

The threats to the electricity grid are on the rise at the same time as society is increasing its dependence on electricity for every aspect of our personal, social, and economic lives. We are accelerating that dependence – looking to the electrification of transportation and buildings as a way to stem the threats of climate change. Those threats have now arrived (in the form of more extreme weather, droughts, and wildfire) and they are joined by increasing threats from an aging grid and cyberattacks. The grid we rely on is experiencing increasingly vulnerable external forces. We aren’t helpless. Effective planning around these threats can dramatically reduce the havoc they engender on the electric grid. At every level, from a single building, to a city, to the electric grid and the federal government, steps can be taken to improve our resilience to threats to the electricity system. When those efforts are coordinated, their benefits multiply. This book aims to provide every level of decision-maker with tools and best practices for reducing the risk of and from electricity loss. It is written in non-technical language, with a focus on actionable, easily implemented steps.

"The UN Sustainable Development Goals are an ambitious agenda for environmental sustainability, economic development, and social transformation. The SDGs include targets for governments, in partnership with private industry and communities, to improve access to affordable and reliable energy, reduce inequality, protect natural resources, and invest in transparent legal institutions and resilient infrastructure. Although transitioning energy systems towards a low-carbon future is a core aspect of the SDGs, the International Energy Agency anticipates that oil and gas will remain a significant component of the global energy mix for some time. Host Government Instruments are tools which governments use to grant oil and gas companies permission to develop state owned resources. In addition to bringing substantial resources into governments, these HGIs often also include environmental commitments as well as commitments to local hiring, stakeholder engagement, and investment in economic development programs. The different structures of HGIs and their precise terms and conditions are crucial determinants of the sustainability of oil and gas operations conducted thereunder. This book addresses how governments can use HGIs to advance the SDGs. Part I introduces the SDGs and the legal institutions and governance related to HGIs, including in relation to international energy development, international environmental treaties, the Paris Agreement, and human rights regimes. Part II examines specific provisions within HGIs and regulatory systems which relate to the oil and gas sector and SDGs. It provides case studies to illustrate approaches to HGIs and to identify opportunities for host governments and international oil and gas companies to advance the SDGs. The book concludes with a summary of recommendations regarding how host governments, in partnership with the oil and gas industry, can use HGIs to advance economic development and sustainability goals, and advances potential insights towards development of new and renewable resources"--
