The U.S. Environmental Protection Agency (EPA) was introduced on December 2, 1970 by President Richard Nixon. The agency is charged with protecting human health and the environment, by writing and enforcing regulations based on laws passed by Congress. These publications outline new policies, detail problems with enforcing laws, document the need for new legislation, and describe new tactics to use to solve these issues. Report and Recommendations of the Community-Based Environmental Protection Committee: National Advisory Council for Environmental Policy and Technology (NACEPT)

This book assesses the strengths and weaknesses of current environmental research programs, describes the desirable characteristics of an effective program, and recommends cultural and organizational changes to improve the performance of environmental research. Research areas in need of greater emphasis are identified, and overall directions for environmental research are recommended. The book also comments on the proposal to establish a National Institute for the Environment and on the elevation of the Environmental Protection Agency to cabinet status.
