Climate change is the defining development challenge of our time. More than a global environmental issue, climate change and variability threaten to reverse recent progress in poverty reduction and economic growth. Both now and over the long run, climate change and variability threatens human and social development by restricting the fulfillment of human potential and by disempowering people and communities in reducing their livelihoods options. Communities across Latin America and the Caribbean are already experiencing adverse consequences from climate change and variability. Precipitation has increased in the southeastern part of South America, and now often comes in the form of sudden deluges, leading to flooding and soil erosion that endanger people s lives and livelihoods. Southwestern parts of South America and western Central America are seeing a decrease in precipitation and an increase in droughts. Increasing heat and drought in Northeast Brazil threaten the livelihoods of already-marginal smallholders, and may turn parts of the eastern Amazon rainforest into savannah. The Andean inter-tropical glaciers are shrinking and expected to disappear altogether within the next 20-40 years, with significant consequences for water availability. These environmental changes will impact local livelihoods in unprecedented ways. Poverty, inequality, water access, health, and migration are and will be measurably affected by climate change. Using an innovative research methodology, this study finds quantitative evidence of large variations in impacts across regions. Many already poor regions are becoming poorer; traditional livelihoods are being challenged in unprecedented ways; water scarcity is increasing, particularly in poor arid areas; human health is deteriorating; and climate-induced migration is already taking place and may increase. Successfully reducing social vulnerability to climate change and variability requires action and commitment at multiple levels. This volume offers key operational recommendations at the government, community, and household levels with particular emphasis placed on enhancing good governance and technical capacity in the public sector, building social capital in local communities, and protecting the asset base of poor households.

Ending poverty and stabilizing climate change will be two unprecedented global achievements and two major steps toward sustainable development. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

Recognizing the growing importance of awareness of international social issues for social workers, this thoroughly revised edition provides an updated introduction to a variety of these issues in the Global South, including AIDS, forced labor and war and conflict. A new issue in this edition is examining how the changing physical environment impacts social work practice around the world. The Universal Declaration of Human Rights, as well as other UN human rights documents, is used as a framework to examine examples of social injustice and human rights violations. The issues are examined in their cultural contexts to help the reader understand how they developed and why they persist. Each chapter for a particular issue ends in a "Culture Box" which offers an in-depth look at the issue in a particular country, enabling the reader to gain a deeper understanding of how culture impacts the development of social issues. Suggestions for effecting change, both in one's personal or professional life are listed for each chapter and an Appendix offers a variety of resources for engaging in international social work.

Adaptive social protection (ASP) helps to build the resilience of poor and vulnerable households to the impacts of large, covariate shocks, such as natural disasters, economic crises, pandemics, conflict, and forced displacement. Through the provision of transfers and services directly to these households, ASP supports their capacity to prepare for, cope with, and adapt to the shocks they face—before, during, and after these shocks occur. Over the long term, by supporting these three capacities, ASP can provide a pathway to a more resilient state for households that may otherwise lack the resources to move out of chronically vulnerable situations. Adaptive Social Protection: Building Resilience to Shocks outlines an organizing framework for the design and implementation of ASP, providing insights into the ways in which social protection systems can be made more capable of building household resilience. By way of its four building blocks—programs, information, finance, and institutional arrangements and partnerships—the framework highlights both the elements of existing social protection systems that are the cornerstones for building household resilience, as well as the additional investments that are central to enhancing their ability to generate these outcomes. In this report, the ASP framework and its building blocks have been elaborated primarily in relation to natural disasters and associated climate change. Nevertheless, many of the priorities identified within each building block are also pertinent to the design and implementation of ASP across other types of shocks, providing a foundation for a structured approach to the advancement of this rapidly evolving and complex agenda.

In the Arab countries, climate change is a risk to poverty reduction and economic growth, threatening to unravel many of the development gains that have been achieved. The Arab Region is already suffering adverse consequences from climate variability and change. This book provides information on climate change and its impact in the Arab Region, as well as technical guidance on climate adaptation options for policy makers. The areas addressed include the economic impacts of climate change (as measured by the reduction in household income and GDP); the impacts of climate change on the water, health, and tourism sectors; livelihoods and well-being in rural and urban areas; biodiversity; disaster risk management; as well as gender and other social relations. The report is written through a participatory and collaborative process, led by the World Bank in partnership with the League of Arab States, incorporating both regional and international experts on the topics.

One of the most promising approaches to poverty reduction in developing countries is to encourage sustainable livelihoods for the poor. This takes account of their opportunities and assets and the sources of their vulnerability. Based on recent and extensive research, this volume thoroughly assesses the value of the livelihoods approach to urban poverty. The book reviews the situation and strategies of the urban poor and identifies the policies and practical programmes that work best. Lasting improvements depend not just on economic development, but on political commitment and structures that are responsive to the claims and needs of different groups of poor people.
