South-East Asia is regularly hit by droughts. Though starting slowly, droughts can have devastating cumulative impacts – striking hardest at the poor and heightening inequality, as well as degrading land and increasing the prospects of violent conflict. There will be many more dry years ahead, and the area affected by drought is likely to shift and expand. Ready for the Dry Years offers a clear analysis of this subject, assessing prospects for the decades ahead and highlighting the principal risks. Building resilience will be fundamental for the continued development of ASEAN countries. issued jointly by the ESCAP and ASEAN secretariats, the Report identifies the priorities for increasing resilience to drought and helping countries adapt. The primary audience of this report are policymakers in South-East Asia who are responsible for disaster risk reduction and development issues.

This book presents the first-ever comprehensive analysis of ASEAN space development programs. Written by prominent actors in the region, it goes beyond a mere exposé of the history, current status and future plans of ASEAN space technology development and utilization programs, by analyzing the conditions in which a space program can be initiated in the region. It does so in two ways: on the one hand, it questions the relevance of and motivations behind the inception of space development programs in developing countries, and on the other hand, it focuses on the very specific context of ASEAN (a highly disaster-prone area shaped by unique political alliances with a distinctive geopolitical ecosystem and enormous economic potential, etc.). Last but not least, after having analyzed established and emerging space programs in the region, it provides concrete recommendations for any regional or extra-regional developing nation eager to gain a foothold in space. As such, this book offers a valuable resource for researchers and engineers in the field of space technology, as well as for space agencies and government policymakers.

This book provides several up-to-date empirical policy-oriented studies on assessing the impacts of climate change on various economic sectors and the role of renewable energy resources in mitigating pollution and climate change. It suggests various policy recommendations on how to increase the share of renewable energy resources in the energy baskets of the members of the Association of Southeast Asian Nations (ASEAN) and the rest of the world to ensure energy sustainability. As of 2020, most of the world’s energy investment still went to carbon-emitting sources, namely, fossil fuels. On the other hand, the Covid-19 pandemic and the economic Project Overview 20 March 2021 08:39 Page 6 of 9 downturns shrank the global energy demand, including fossil fuels, resulting in a sharp drop in their prices. Low fossil fuel prices are harmful to developing renewable energy projects, making solar, wind, and other renewable energy resources less competitive as sources of electricity. This is endangering the Paris agreement and the “Climate Action” goal of the United Nations. Given the high share of fossil fuels in the energy mix of the members of ASEAN, tremendous challenges must be faced for their energy transition in the post-Covid-19 world. The authors call for sound policy and applicable technologies to ensure sustainable energy availability, accessibility, and affordability to reach emission reduction targets.

Understanding the effects of both climate change and green growth policies on jobs and people is thus essential for making the transition in Southeast Asia an inclusive one. The study explores these issues, with emphasis on the potential effects on labour of an energy transition in Indonesia, and of a transition in the region’s agricultural sector, illustrated by a simulated conversion from conventional to organic rice farming.
