This report presents findings from a nationwide face-to-face survey of 2,627 Malaysians between March and April 2021 regarding public perceptions on the Election Commission (EC) and on election management. Malaysians by and large hold a cautious, moderate affirmation of the state of democracy in Malaysia, and of it has made notable progress over the past decade. A quarter of respondents regard the 2018 general election to be very free or/and fair, while 43 percent think that it was free/fair though not without problems. This perception appears to have been influenced by the fact that there was a change in the federal government. Public confidence in the integrity and impartiality of the election management process and the EC is weakly affirmative, as revealed by a majority expressing a lack of confidence in an eventual online voting system being handled transparently. Urban residents generally have a greater distrust of state institutions. Some notable contrasts in regional trends: -- Sarawakians have a high level of trust in state institutions. -- Sabahans have the lowest appreciation for the progress made in the state of democracy in the country, the lowest satisfaction with civil liberty, or the lowest trust in state institutions except for the Malaysian Anti-Corruption Commission (MACC) and the EC. -- West Malaysians have the lowest level of trust in the MACC and EC but express the highest level of appreciation for the progress that has been made in the state of democracy.

This book offers the first comparative monograph on the management of elections. The book defines electoral management as a new, inter-disciplinary area and advances a realist sociological approach to study it. A series of new, original frameworks are introduced, including the PROSeS framework, which can be used by academics and practitioners around the world to evaluate electoral management quality. A networked governance approach is also introduced to understand the full range of collaborative actors involved in delivering elections, including civil society and the international community. Finally, the book evaluates some of the policy instruments used to improve the integrity of elections, including voter registration reform, training and the funding of elections. Today a general mood of pessimism surrounds Western efforts to strengthen elections and democracy abroad. If elections are often deeply flawed or even broken in many countries around the world, can anything be done to fix them? To counter the prevailing ethos, Pippa Norris presents new evidence for why programs of international electoral assistance work. She evaluates the effectiveness of several practical remedies, including efforts designed to reform electoral laws, strengthen women's representation, build effective electoral management bodies, promote balanced campaign communications, regulate political money, and improve voter registration. Pippa Norris argues that it would be a tragedy to undermine progress by withdrawing from international engagement. Instead, the international community needs to learn the lessons of what works best to strengthen electoral integrity, to focus activities and resources upon the most effective programs, and to innovate after a quarter century of efforts to strengthen electoral integrity.

This edited book is an innovative collection of studies—pioneering scholarship systematically exploring the various features of debasement language used by political leaders in their speeches, statements, and remarks during parliamentary and other official as well as unofficial, private activities. The book examines in particular the forms, functions, and effects of political debasement in Western and non-Western countries, including Spain, Malaysia, the UK, Japan, China, India, Montenegro, Greece, Poland, and Israel. It addresses the growing interest in recent years in issues related to the increase of debasement in the public sphere. These include high-echelon politicians’ invective and vulgarity toward their colleagues in houses of parliament; their abusive and cynical language toward sections of the public, including women and minorities; and their crude sarcasm and irony expressed toward media representatives. The book focuses on those instances where political leaders at the very highest-level employ debasement discourse; it identifies the specific language they use in different political cultures and under different situations; the reasons for using this type of language; and its consequences. The book brings together a team of distinguished political scientists, communication and linguistics researchers, and social and political psychologists, with expert backgrounds and experience in understanding the reciprocal interaction between language and politics, in this case: debasement. They discuss and provide a number of novel insights of theoretical and practical importance regarding debasing discourse, as well as potential avenues for future research on the nature and effect of this type of language.
