This book investigates the relationship between context and leadership in post-conflict Cambodia. Building on the understanding that approaches to leadership are tightly woven within the contexts that leaders operate, the authors examine the case of primary school leadership in Cambodia. A low-income and post-conflict society rocked by civil war and genocide between the 1960s and the 1990s, the country is – perhaps unsurprisingly – faced with numerous challenges as it engages in the process of national rehabilitation and reconstruction, particularly in relation to the education system. The authors provide a comprehensive historical background to primary school leadership not only in Cambodia, but in post-conflict environments more broadly: informing school leadership preparation, development and support, and facilitating understanding of the context in which school leaders work. The first International Handbook of Educational Leadership and Administration (Leithwood et al.) was published in 1996 and quickly became something of a best seller for reference works within education. Such success, we suggest, was at least partly due to the unprecedented global waves of concern for improving schools launched in the mid 1980's, combined with a widespread belief in leadership as the single most powerful contribution to such improvement. The roots of this belief can be found in evidence produced by the early "effective schools" research, although there is a "romance" with leadership! as an explanation for success in many non-school enterprises, as well. During the two-year period during which this current handbook was being written, activity in the realms of school leadership, school improvement, and leadership development gained further momentum. The English government created its new National College of School Leadership, and several Asian nations announced new initiatives in leadership selection, preparation, and development.

This book casts a refreshingly new light on current literature on school leadership, which has predominantly been viewed through Western lenses. Accordingly, key concepts and theories on leadership and school leadership have primarily been generated from thinking and research in the Western sphere. This is problematic, considering the fact that the leadership concept or construct, and its practices, are significantly influenced and shaped by contexts, and even situations. However, there are various contextual conditions and forces that can separately or collectively affect how school leadership is understood and practiced, including social, cultural, historical, geographical, economic and political conditions. In response, the book seeks to provide readers a better awareness of how the leadership construct or phenomenon is shaped by the varying contexts constantly affecting school leadership, while specifically focusing on the Asia Pacific region. In turn, it highlights various Asia Pacific contexts that shape school leadership, so as to ‘speak back’ to existing theories on school leadership.

This text provides a study of the education policy scholarship of leadership. It examines the ways in which concepts of educational leadership and management have evolved historically and culturally, reviewing contemporary debates about the nature of school leadership.; The question of what school leadership could and should be is at the centre of political, ideological and educational debate in many societies. These debates involve cultural conservatives, New Right marketeers, democrats and community educators, feminists and critical theorists as well as school governors, headteachers and teachers, parents, community members and school students.; These debates are reviewed and the theoretical context is illuminated by fieldwork accounts derived from the research participation of 88 headteachers working in English schools, both primary and secondary.
