The impact of drought in agriculture is one of the most complex natural hazards to predict and mitigate. It carries a constant risk for most smallholder farmers around the world. According to studies conducted by the Food and Agriculture Organization of the United Nations (FAO), 83 percent of all damages and losses caused globally by drought between 2006 and 2016 have been absorbed by agriculture, putting a good part of the world population at risk of food insecurity. The guide aims to guide governments and other relevant actors in the development of early warning - early actions on agricultural drought plans that must be implemented before a drought event has significant impacts and causes damages and losses that could eventually become a disaster. The manual complements other instruments used at global and local levels to develop EWEA on agricultural and response plans related to drought.

Agricultural droughts affect whole societies, leading to higher food costs, threatened economies, and even famine. In order to mitigate such effects, researchers must first be able to monitor them, and then predict them; however no book currently focuses on accurate monitoring or prediction of these devastating kinds of droughts. Madagascar is exposed to a multitude of climate hazards such as tropical cyclones, droughts, and floods, which cause significant damage to key sectors, thereby undermining development efforts. Madagascar continues to develop strategies and policies for addressing climate change, including commitments under the Nationally Determined Contribution, natural disaster risk management, adaptation measures, and ongoing public financial management and public investment management reforms. Resilience to climate shocks and natural disasters can only be achieved through a combination of climate measures, public investment efficiency measures and public investments in both human capital and resilient infrastructure.

Samoa is highly exposed to natural hazards such as tropical cyclones, earthquakes, tsunamis, droughts, and floods. These damage economic growth and impact debt sustainability adversely. Natural hazard induced disasters (NHID), such as floods, droughts, severe storms, and animal pests and diseases have significant, widespread and long lasting impacts on agricultural sectors around the world. With climate change set to amplify many of these impacts, a “business as usual” approach to disaster risk management in agriculture cannot continue if we are to meet the challenges of agricultural productivity and sustainability growth, and sustainable development. Drawing from seven case studies – Chile, Italy, Japan, Namibia, New Zealand, Turkey and the United States – this joint OECD?FAO report argues for a new approach to building resilience to NHID in agriculture. It explores the policy measures, governance arrangements, on?farm strategies and other initiatives that countries are using to increase agricultural resilience to NHID, highlighting emerging good practices. It offers concrete recommendations on what more needs to be done to shift from coping with the impacts of disasters, to an ex ante approach that focuses on preventing and mitigating the impacts of disasters, helping the sector be better prepared to respond to disasters, and to adapt and transform in order to be better positioned for future disasters.
