Building Ocean Science Partnerships describes a set of potential ocean science projects for cooperative research between scientists from the United States and Mexico, particularly focused on the Pacific Coast of California and Baja California, the Gulf of California, and the Gulf of Mexico. Barriers to cooperation between scientists of the two nations are identified, and methods to overcome such barriers are recommended. This volume examines research productivity within schools in Latin America and the Caribbean (LAC) and presents examples of various successful LAC North-South programs which have propelled university research in the region. Much of the scholarly work on North-South research to date has concentrated principally on joint publications and co-authorship bibliometrics. In this book, cases are explored within the context of study on international research collaborations to highlight the motivations, mechanics, limitations, and success factors involved in the North-South relationships and their resulting research output.

GOOS is an international programme for a permanent global framework of observations, modelling and analysis of ocean variables which are needed to support operational services around the world. The EuroGOOS strategy has two streams: the first is to improve the quality of marine information in European home waters, and the second is to collaborate with similar organisations in other continents to create a new global ocean observing and modelling system that will provide the open ocean forecasts needed to achieve the best possible performance by local marine information services everywhere. The EuroGOOS strategy envisages our national agencies making a major contribution to that challenging task of globalizing ocean forecasting. The conference also provided an opportunity to take stock of the state of marine science and technology in Europe relevant to the EuroGOOS strategy, and the state of information services and customer needs.

Ocean research offers countless benefits, from improving fisheries management to discovering new drugs to enabling early detection of tsunamis and hurricanes. At the request of the Joint Subcommittee on Ocean Science and Technology (JSOST), the National Research Council convened a committee to review the draft and final versions of the Ocean Research Priorities Plan and Implementation Strategy described in Charting the Course for Ocean Science in the United States: Research Priorities for the Next Decade, which represents the first coordinated national ocean research planning effort involving all federal agencies that support ocean science. The plan presents an ambitious vision for ocean research that will be of great benefit to the ocean sciences community and the nation. This book contains both sets of findings (i.e., the committee's review of the JSOST's draft plan [A Review of the Draft Ocean Research Priorities Plan: Charting the Course for Ocean Science in the United States] and the review of the final plan). This book recommends that JSOST employ a variety of outreach mechanisms to continue to engage nonfederal partners in ocean research planning efforts, such as establishing external committees to provide scientific and technical advice and to review progress on implementation of the research plan.
