Legal Framework for North Carolina's Elder Protection System - This manual provides an overview of the bodies of law that serve as the foundation for North Carolina's somewhat fragmented elder protection system. Roadmap to the Legal Framework for North Carolina's Elder Protection System - This resource provides a summary-level snapshot of the connections and workflows that can exist in North Carolina's elder protection system. Preventing, Identifying, and responding to Elder Abuse in Incompetency and Adult Guardianship Cases: A Bench Card for North Carolina Clerks of Superior Court - This bench card is intended to help Clerks of Superior Court prevent, identify, and respond to elder abuse, incompetency, and adult guardianship cases where the clerks is the presiding judicial official. It includes guidelines for both before and after the appointment of a guardian. Power of Attorney Flowchart - This guide answers questions for those appointed guardians when wards have either a Durable Power of Attorney (POA) or a health care POA, and provides processes for either terminating or suspending authority.

Many different organizations and professionals across North Carolina are involved with protecting older adults from abuse, neglect, and exploitation. Three governmental components--county social services agencies, clerks of superior court, and law enforcement agencies--are key players in this effort. But many others play important roles, including health care providers, private and court-appointed attorneys, financial institutions, and state and federal agencies. While all of these components share the same objective, each has different responsibilities and levels of authority. This manual provides an overview of the bodies of law that serve as the foundation for North Carolina's somewhat fragmented elder protection system. The manual, in conjunction with the other resources soon to be available at protectadults.sog.unc.edu, is designed to support connectivity and understanding among those involved with protecting older adults across the state.

Examines the legal issues associated with government regulation of sexually oriented businesses. Addresses constitutional issues such as what type of sexually oriented activity can be banned entirely; zoning restrictions on the location of sexually oriented businesses--the type of restrictions most frequently used by local governments; how far the First Amendment allows local governments to go in restricting these businesses; what a local government must do to establish a proper legal foundation for its regulations; and the operational restrictions that can be imposed on sexually oriented businesses.
