This book brings together up-to-date research from prominent international scholars in a collaborative exploration of the Japan’s efforts to shape Asia’s rapidly shifting regional order. Pulled between an increasingly inward-looking America whose security support remains critical and a rising and more militarily assertive China with whom Japan retains deep economic interdependence, Japanese leaders are consistently maneuvering to ensure the country’s regional interests. Nuclear and missile threats from North Korea and historically problematic relations with South Korea further complicate Japanese endeavors. A rich empirical account of China's foreign economic policy towards Japan after World War Two, drawing on hundreds of recently declassified Chinese sources. Amy King offers an innovative conceptual framework for the role of ideas in shaping foreign policy, and examines how China's Communist leaders conceived of Japan after the war. The book shows how Japan became China's most important economic partner in 1971, despite the recent history of war and the ongoing Cold War divide between the two countries. It explains that China's Communist leaders saw Japan as a symbol of a modern, industrialised nation, and Japanese goods, technology and expertise as crucial in strengthening China's economy and military. For China and Japan, the years between 1949 and 1971 were not simply a moment disrupted by the Cold War, but rather an important moment of non-Western modernisation stemming from the legacy of Japanese empire, industry and war in China.

In The Greater East Asia Co-Prosperity Sphere, Jeremy Yellen exposes the history, politics, and intrigue that characterized the era when Japan's "total empire" met the total war of World War II. He illuminates the ways in which the imperial center and its individual colonies understood the concept of the Sphere, offering two sometimes competing, sometimes complementary, and always intertwined visions—one from Japan, the other from Burma and the Philippines. Yellen argues that, from 1940 to 1945, the Greater East Asia Co-Prosperity Sphere epitomized two concurrent wars for Asia's future: the first was for a new type of empire in Asia, and the second was a political war, waged by nationalist elites in the colonial capitals of Rangoon and Manila. Exploring Japanese visions for international order in the face of an ever-changing geopolitical situation, The Greater East Asia Co-Prosperity Sphere explores wartime Japan's desire to shape and control its imperial future while its colonies attempted to do the same. At Japan's zenith as an imperial power, the Sphere represented a plan for regional domination; by the end of the war, it had been recast as the epitome of cooperative internationalism. In the end, the Sphere could not survive wartime defeat, and Yellen's lucidly written account reveals much about the desires of Japan as an imperial and colonial power, as well as the ways in which the subdued colonies in Burma and the Philippines jockeyed for agency and a say in the future of the region.

Today's hearing will cover China's maritime disputes in the East and South China Seas. We'll examine the security, political, legal, and economic drivers of these disputes in our three panels today. The first panel will begin by discussing the broad security situation on the high seas. As China's maritime forces have become more capable over the past decade, Beijing has become more confident in its ability to assert its claims in the disputed areas. Beyond China's "hard" security concerns, however, other domestic, political, and legal elements shape China's policy in the East and South China Seas. Our second panel will consider popular nationalism as one of these elements. It has become a key driver of Chinese foreign policy as personality politics in Beijing has given way to a collective leadership seeking Party legitimacy. We'll conclude with a panel on how resources and economic drivers shape China's maritime disputes. Security of China's near seas is critical to the unimpeded flow of trade and imported energy resources. Though the natural resources in the East and South China Sea undoubtedly shape the security landscape, there appears to be a debate on the centrality of oil and gas resources to the dispute.

Seventy years have passed since the end of the Asia-Pacific War, yet Japan remains embroiled in controversy with its neighbors over the war’s commemoration. Among the many points of contention between Japan, China, and South Korea are interpretations of the Tokyo War Crimes Trial, apologies and compensation for foreign victims of Japanese aggression, prime ministerial visits to the Yasukuni Shrine, and the war’s portrayal in textbooks. Collectively, these controversies have come to be called the “history problem.” But why has the problem become so intractable? Can it ever be resolved, and if so, how? To answer these questions author Hiro Saito mobilizes the sociology of collective memory and social movements, political theories of apology and reconciliation, psychological research on intergroup conflict, and philosophical reflections on memory and history. The history problem, he argues, is essentially a relational phenomenon caused when nations publicly showcase self-serving versions of the past at key ceremonies and events: Japan, South Korea, and China all focus on what happened to their own citizens with little regard for foreign others. Saito goes on to explore the emergence of a cosmopolitan form of commemoration taking humanity, rather than nationality, as its primary frame of reference, an approach increasingly used by a transnational network of advocacy NGOs, victims of Japan’s past wrongdoings, historians, and educators. When cosmopolitan commemoration is practiced as a collective endeavor by both perpetrators and victims, Saito argues, a resolution of the history problem—and eventual reconciliation—will finally become possible. The History Problem examines a vast corpus of historical material in both English and Japanese, offering provocative findings that challenge orthodox explanations. Written in clear and accessible prose, this uniquely interdisciplinary book will appeal to sociologists, political scientists, and historians researching collective memory, nationalism and cosmopolitanism, and international relations—and to anyone interested in the commemoration of historical wrongs.
