Initial priorities for U.S. participation in the International Decade for Natural Disaster Reduction, declared by the United Nations, are contained in this volume. It focuses on seven issues: hazard and risk assessment; awareness and education; mitigation; preparedness for emergency response; recovery and reconstruction; prediction and warning; learning from disasters; and U.S. participation internationally. The committee presents its philosophy of calls for broad public and private participation to reduce the toll of disasters.

Written for a broad audience this book offers a comprehensive account of early warning systems for hydro meteorological disasters such as floods and storms, and for geological disasters such as earthquakes. One major theme is the increasingly important role in early warning systems played by the rapidly evolving fields of space and information technology. The authors, all experts in their respective fields, offer a comprehensive and in-depth insight into the current and future perspectives for early warning systems. Throughout history, humanity has found itself in conflict with naturally occurring events of geologic, hydrologic, & atmospheric origin. The magnitude of the losses of life & property is increasing rapidly as the building wealth of nations is expanded to meet the needs of increasing pop¿n., often without adequate consideration of the potential threat posed by the recurrent natural hazards & without implementing effective loss-reduction measures because of lack of knowledge or lack of technical capability. This article discusses the establishment by the U.N. of the Internat. Decade for Natural Disaster Reduction (1990-2000) & its primary goal -- to devise strategies to reduce loss of life, property damage, & social & economic disruption from natural hazards. Photos.

Within the past five years, the international community has recognized that it may be possible, through programs of systematic study, to devise means to reduce and mitigate the occurrence of a variety of devastating natural hazards. Among these disasters are earthquakes, volcanic eruptions, floods, and landslides. The importance of these studies is underscored by the fact that within fifty years, more than a third of the world’s population will live in seismically and volcanically active zones. The International Council of Scientific Unions, together with UNESCO and the World Bank, have therefore endorsed the 1990s as the International Decade of Natural Disaster Reduction (IDNDR), and are planning a variety of programs to address problems related to the predictability and mitigation of these disasters, particularly in third-world countries. Parallel programs have begun in a number of U.S. agencies.

The last twenty years has seen the number of major floods more than double, from 1,389 to 3,254, while the incidence of storms grew from 1,457 to 2,034. Floods and storms were the most prevalent events. The report “The Human Cost of Disasters 2000-2019” also records major increases in other categories including drought, wildfires and extreme temperature events. There has also been a rise in geo-physical events including earthquakes and tsunamis which have killed more people than any of the other natural hazards under review in this report.
