By 2030 more than three quarters of the world's absolute poor are projected to live in Africa. Accelerating economic growth is key to rising incomes on the continent, and central to this challenge is establishing activities that are capable of employing large numbers of unskilled workers, that can raise productivity through innovation, and that can power growth through exports. Such structural transformation is a key driver of growth, and between 1950-1996 about half of the economic catch-up by developing countries (led by East Asia) was due to rising productivity in manufacturing combined with growing agricultural output. Africa, however, has lagged behind. In 2014, the average share of manufacturing in GDP in sub-Saharan Africa hovered around 10 per cent, unchanged from the 1970s, leading some observers to be pessimistic about Africa's potential to catch the wave of sustained rapid growth and rising incomes. Industries Without Smokestacks: Industrialization in Africa Reconsidered challenges this view. It argues that other activities sharing the characteristics of manufacturing- including tourism, ICT, and other services as well as food processing and horticulture- are beginning to play a role analogous to that played by manufacturing in East Asia. This reflects not only changes in the global organization of industries since the early era of rapid East Asian growth, but also advantages unique to Africa. These 'industries without smokestacks' offer new opportunities for Africa to grow in coming decades.

In the 1970s, the first wave of environmental regulation targeted specific sources of pollutants. In the 1990s, concern is focused not on the ends of pipes or the tops of smokestacks but on sweeping regional and global issues. This landmark volume explores the new industrial ecology, an emerging framework for making environmental factors an integral part of economic and business decision making. Experts on this new frontier explore concepts and applications, including: Bringing international law up to par with many national laws to encourage industrial ecology principles. Integrating environmental costs into accounting systems. Understanding design for environment, industrial "metabolism," and sustainable development and how these concepts will affect the behavior of industrial and service firms. The volume looks at negative and positive aspects of technology and addresses treatment of waste as a raw material. This volume will be important to domestic and international policymakers, leaders in business and industry, environmental specialists, and engineers and designers.

Although manufacturing has played an important role in the growth of developing countries, Africa has lagged in this industry. This text argues that activities sharing the characteristics of manufacturing, including tourism and ICT, are beginning to play an important role in Africa, offering new opportunities for growth in coming decades.

The role of industry in low income countries is important. Industry is good for growth, job creation, and poverty reduction. All of these factors depend on the size and the rate of growth of industry. Africa doesn’t have enough industry to reach the Sustainable Development Goals for growth, job creation, and poverty reduction. Africa’s share of global manufacturing has fallen from about three percent in 1970 to less than two percent in 2010. Why is there so little industry in Africa? Made in Africa: Learning to Compete in Industry outlines a new industrialization strategy to help Africa compete in global markets. This book draws on case study and qualitative research from Africa and emerging Asia to understand what drives firm-level productivity in low income countries. The results show that while traditional concerns such as infrastructure, skills, and the regulatory environment are important, they alone will not be sufficient for Africa to industrialize. The book also addresses how industrialization strategies willneed to adapt to the region’s growing resource abundance.

This open access textbook offers a critical introduction to human and economic development prospects in Africa revolving around three questions: where is Africa today, what explains the current state, and, given historical trends and what we know about the world, where do we think the continent will be in 2040? And, a final question: what can we do to create a better tomorrow? It models ambitious progress in health, demographics, agriculture, education, industrialization, technological leapfrogging, increased trade, greater stability, better governance and external support. The book reviews the future of work/jobs, poverty and the impact of climate change. A combined Closing the Gap scenario presents a forecast of what could be possible by 2040. Each chapter suggests which policies might accelerate prospects for each sector. Written in an accessible style, and supported by a range of pedagogical features, this textbook introduces undergraduate and graduate students to the contemporary human and economic development prospects in Africa.

Growth in a Time of Change: Global and Country Perspectives on a New Agenda is the first of a two-book research project that addresses new issues and challenges for economic growth arising from ongoing significant change in the world economy, focusing especially on technological transformation. The project is a collaboration between the Brookings Institution and the Korea Development Institute. Part I of the book looks at key elements of change from a global perspective. It analyzes how technological change, shifts in investment, and demographic transition are affecting potential economic growth globally and across major groups of economies. The contributors explore possible scenarios for the global economy as the digital revolution drives rapid technological change, including impacts on growth, jobs, income distribution, trade balances, and capital flows. Technology is changing the global configuration of comparative advantage and globalization increasingly has a digital dimension. The implications of these developments for the future of sectors such as manufacturing and for international trade are assessed. Part II of the book addresses new issues in the growth agenda from the perspective of an individual major economy: South Korea. The chapters in this section analyze how macroeconomic developments and technological change are influencing the behavior of households and firms in terms of their decisions to consume, save, and invest. Rising income and wealth inequalities are a major concern globally. Against this backdrop, trends in the labor income share and wage inequalities in South Korea are analyzed in terms of the role played by technology, industrial concentration, shifts in labor demand and supply, and other factors. Throughout the book, the contributors, in their analysis of both global and Korea-specific trends and prospects, place emphasis on drawing implications for policy.
