Over the past decade, Ghana’s tilapia farming has experienced tremendous growth in production; however, much of the growth has been driven by large-scale cage farmers around Lake Volta. It remains unclear how this growth is and can be made more inclusive of poor and young women and men. This study was conducted to analyze different inclusive business models along the fish seed value chain that can potentially be implemented in Ghana. Based on literature review, field interviews, analysis of survey data, and stakeholder workshops, this study develops four business model prototypes for seed multiplication and distribution to increase farmers’ access to and use of quality tilapia seed: (1) Nursery , which buy fish fry from a reliable hatchery, transport them to locations near other farmers, and grow it to a larger size; (2) Local feed mill, with pelleting machine and technical knowledge to advise on feed formulation; (3) Agents, technical experts who supply fingerlings, handle transport and marketing, and provide technical advice; and (4) Local hatchery, which obtains brood stock from a reliable source, produces local fingerlings to sell to nearby farmers, and provides technical support. Initial ex ante financial and profitability analyses were undertaken and will be refined according to the actual context in the particular district where the sensitization and pilot-testing will take place. These business models have the potential not only to increase farmers’ access to and use of quality tilapia seed but also to provide livelihood and income generation along the fish seed value chain.

Over the past 20 years, value chain development (VCD) initiatives and value chain research have increasingly integrated gender dimensions to allow for gender-differentiated employment and income opportunities and other benefits for women and men, and to address the exploitation of women’s labor (Pyburn and Kruijssen 2021). This research often addresses constraints to women’s participation in specific value chains, such as administrative procedures in transboundary fish trade (Ratner et al. 2018) or disproportionate harassment of women food traders by authorities in Nigeria (Resnick et al. 2019). This brief draws on research conducted under the CGIAR Research Program on Policies, Institutions, and Markets (PIM) to illustrate how VCD supports and constrains progress toward gender equality and women’s empowerment. In particular, the brief summarizes work from a portfolio of six PIM co-funded projects (2020–2021) on gender dynamics in value chains beyond the production node and single commodity analysis (Box 1), a book chapter in a CGIAR-wide gender publication (Pyburn and van Eerdewijk 2021), the Pro-WEAI (project-level Women’s Empowerment in Agriculture Index) for Market Inclusion, and other gender-integrated value chain work within PIM (Crimi 2018; Vos and Pyburn 2021), and provides an outlook for future research.

The report creates contexts for a systemic understanding of the CGIAR Transforming agric-food system (TAFS-WCA) initiative starting with work package (WP) 3 and expanding the causality effects across the other WPs of the Initiative. The main focus of WP3 is inclusive landscape management, whereby access to and proper use of land and water resources is a prerequisite to building a healthy, productive environment for resilient agri-food systems and livelihoods. Mapping synergies with other Work Packages ensure that respective contributions are integrated and impactful. The process intends to provide policymakers, researchers, and practitioners with a strategic framework to activate solutions temporarily with a stakeholder-defined suite of scenarios.

In 2020, PIM findings contributed to seed policies in Nepal and Uganda, Malawi’s extension strategy and approval of insect-resistant cotton, a nationwide program aimed at improving the effectiveness of public service delivery in Uganda, social protection programs in Egypt, and school gardens for better nutrition in Papua New Guinea. At the global level, PIM research was used to shape strategic decisions of organizations such as the Bill & Melinda Gates Foundation, GIZ, the Inter-American Development Bank, the UK Government's Foreign, Commonwealth & Development Office, the World Bank and the World Health Organization. PIM tools were incorporated in universities’ curricula in India and South Africa. Examples of PIM innovations scaled up by partners in 2020 are private sector seed marketing in Ethiopia, picture-based insurance in Ethiopia, India and Kenya, and tools for inclusive governance of natural resources in India and Peru.

Most Small Island Developing States (SIDS) face a “triple burden” of malnutrition in which persistent levels of undernutrition and micronutrient deficiencies, coexist with an increasing incidence of overweight and obesity. A contribution to the 2030 Agenda for Sustainable Development, the Global Action Programme on Food Security and Nutrition provides a framework for SIDS to identify and implement priority actions to achieve food security and nutrition objectives. These actions can improve nutrition and well-being, reduce poverty and inequalities, and foster economic growth.
