This appendix is a companion volume to the Rice Economy of Asia by Randolph Barker, Robert W. Herdt, with Beth Rose.

This report examines how public stockholding policies related to rice in Asia can influence domestic and international markets. Following a review of the working of rice public stockholding programmes in eight Asian countries.

Originally published in 1985, Beth Rose’s Appendix to the Rice Economy of Asia provides twenty-six tables detailing various rice statistics across Asia from the beginning of the twentieth century through to the 1980’s. Statistics presented include; total crop area, rice production and yield, import and export, rice prices, farm wages and populations of countries or areas within Asia. This title will be of interest to students of Environmental Studies and Economics.

Food security is one of the greatest challenges of our time. The food price crisis of 2008 exposed the vulnerabilities of the global food system. Governments across Asia acerbated the crisis by imposing export restrictions based on a policy of self-sufficiency. This book assesses whether self-sufficiency is an adequate response to the food security challenges we face. Pricing volatility drives isolationism at a time when climate change and increasingly uncertain weather patterns make it difficult for any single nation to guarantee adequate food production for itself. It suggests that food security policy should be reconceptualised: from the national to the regional and even the global level. A substantial portion of the world's rice is produced and consumed in the Asia and Pacific region. As much of the region's population depends on rice farming for consumption and livelihood, the demand for good quality statistics remains essential for effective policy formulation. Recent advances in remote sensing serve as a viable alternative to traditional methods of compiling agricultural statistics by responding to the emerging data requirements and overall needs of modern agriculture, especially for staple commodities such as rice. This publication outlines the procedures, methods and tools developed for generating statistics on paddy rice area and production using remote sensing and GIS techniques. It is intended to encourage and assist national statistical systems in piloting and adopting satellite-based techniques as an alternative to existing data collection methods, while enabling other interested readers to comprehend whether the adoption of these methodologies can improve the quality and timeliness of agricultural statistics. The handbook also serves as a complement to a massive online open course developed by ADB for crop area estimation.
