Given the complexity of economic development and transition, Joachim Ahrens views failures in policy reform, poor public sector management, rent-seeking, corruption, and over-centralization as systematic, though not exclusive, instances of institutional failure.

The provision of legal technical assistance has in recent years become a major concern for international financial institutions, such as the World Bank, and for Western-based bilateral donor agencies. This book offers critical perspectives for the evaluation of legal technical assistance projects and contains proposals for action and research. Five chapters offer general perspectives on law, state and civil society and the remaining six case studies on themes such as economic regulation, agrarian reform, representation of women and access to justice.

Governance is not a topic that easily lends itself to neat and precise definitions. Although concepts and practices of governance are profoundly under-specified, they are frequently associated with three dimensions: how and why governments are structured, what processes they employ in governing, and what results they are able to accomplish in serving their societies. As scholars continue to marvel over what theories and models are utilized in the design and implementation of activities and policies of governance, popular views boldly affirm that better governance is the Third World’s best hope to remedy their political and economic woes. The articles in this book represent a wide range of scholarly interests that extend from the abstract and conceptual to the specific and applied. The articles by Baaklini, Elsenhans, and Hyden mainly are in the category of conceptual analysis. The rest of the contributions by Mavimba and Chackerian (Zimbabwe), Jabbra and Jabbra (Lebanon), Jain (India), and Nelsen (China) deal with important national experiences.

This volume, edited by Michel A. Dessart and Roland E. Ubogu, records the presentations made and discussions held during the Inaugural Seminar of the Joint Africa Institute (JAI). The JAI was established in Abidjan, Côte d'Ivoire, by the African Development Bank, the IMF, and the World Bank to meet the pressing training needs of the African continent. The participants discussed four main topics: the changing role of the state, governance, and new capacity requirements; the challenge of achieving macroeconomic stability in Africa; the requirement for capacity building in Africa; and the role of international financial institutions in capacity building in Africa. The seminar was held in November 1999, but the topics and recommendations of the seminar remain current and of particular importance today. The critical importance of well-performing public institutions and good governance for development and poverty reduction has come to the forefront in the 1990s. Reforming public institutions is a complex and difficult task. This publication is primarily intended as a guide for World Bank staff but it is also intended to serve the broader development community. It outlines a strategy which envisions significant changes in the focus of the Bank's work in this area. Some of these changes such as an enhanced focus on governance, capacity building and anticorruption, are already underway. The agenda for the next three years is to continue to foster these changes through a the advancement of analytical tools, new approaches t the design of lending operations, expanded emphasis on partnership with clients and other donors and progressive shifts in staffing, incentives and evaluation techniques. Included as an annex is an inventory of the Bank's governance and institutional reform programs which are in place.

Batley and Larbi examine how governments of developing countries are organized to deliver public services. The book is based on comparative international studies of four service sectors: Health care, urban water, business promotion and agricultural marketing. Governments everywhere are being driven to adopt an 'indirect' approach - managing, contracting and regulating public agencies or private partners, rather than providing services directly. It questions how governments are responding and whether this approach is appropriate to the capacities of developing countries.
