In the name of fighting terrorism, countries have been invaded; wars have been waged; people have been detained, rendered and tortured; and campaigns for "hearts and minds" have been unleashed. Human rights analyses of the counter-terrorism measures implemented in the aftermath of 11 September 2001 have assumed that men suffer the most—both numerically and in terms of the nature of rights violations endured. This assumption has obscured the ways that women, men, and sexual minorities experience counter-terrorism. The 9/11 attacks fundamentally transformed how the US approached terrorism, and led to the unprecedented expansion of counterterrorism strategies, policies, and practices. While the analysis of these developments is rich and vast, there remains a significant void. The diverse actors contributing to counterterrorism increasingly consider, engage and impact women as agents, partners, and targets of their work. Yet, flawed assumptions and stereotypes remain prevalent, and it remains undocumented and unclear how and why counterterrorism efforts have evolved as they did, including in relation to women. Drawing on extensive primary source documents, A Woman's Place traces the evolution of women in US counterterrorism efforts through the administrations of Presidents Bush, Obama, and Trump, examining key agencies like the US Department of Defense, the Department of State, and USAID. In their own words, Joana Cook investigates how and why women have developed the roles they have, and interrogates US counterterrorism practices in key countries like Iraq, Afghanistan, and Yemen. Analysing conceptions of and responses to terrorists, she also considers how the roles of women in Al- Qaeda and Daesh have evolved and impacted on US counterterrorism considerations.

This book examines the gender dimensions of a wide array of national and international security challenges. The volume examines gender dynamics in ten issue areas in both the traditional and human security sub-fields: armed conflict, post-conflict, terrorism, military organizations, movement of people, development, environment, humanitarian emergencies, human rights, governance. The contributions show how gender affects security and how security problems affect gender issues. Each chapter also examines a common set of key factors across the issue areas: obstacles to progress, drivers of progress and long-term strategies for progress in the 21st century. This book analyzes policy and programming challenges for gender mainstreaming in counter-terrorism, with examples from comparative case studies of countering violent extremism programming. Interest in the issue of gender in security policy and programming has grown over the past several years, often with increasing pressure at the international and national levels to ensure commitment to inclusion of women or a gender lens. This book provides in-depth investigation of how gender can be effectively understood and included in the security process. Firstly, it adds a timely and effective contribution to the academic conversations around gender in security and how counter-terrorism programming can be implemented with human security goals. Secondly, it offers recommendations for policy makers and practitioners seeking to improve the effectiveness of countering violent extremism program design, implementation, and evaluation. A gender analysis framework is built across the chapters, drawing from various feminist analytical perspectives used in International Relations theory. The learning from this comparative gender analysis is encapsulated in the last chapter through some recommendations to help move counter-terrorism policy toward more transformative gender mainstreaming strategies. Women can make a unique and valuable contribution to countering terrorism and violent extremism. Their participation in the wider fight against terrorism and violent extremism is essential. This is why NATO continues to encourage its allies and partners to engage more systematically on the nexus between gender and counter terrorism. This book presents edited contributions presented at the NATO Advanced Research Workshop (ARW) Enhancing Women’s Roles in International Preventing and Countering Violent Extremism Efforts, held in Madrid, Spain, from 19 – 21 March 2018, organized by Hedayah and the Fundación para el Análisis y los Estudios Sociales (FAES). The workshop was aimed at building on existing good practice and recommendations from the fields of countering violent extremism (CVE) and women, peace and security (WPS), recognizing that while many women facilitate acts of terrorism, willingly support terrorist groups and perform terrorist acts, they can also play a key role in preventing the violent extremism. The fight against terrorism requires a whole-society approach in which women’s participation is essential. Contributors to this volume explore the extent to which terrorism and violent extremism are gendered activities. They also discuss the importance of women’s social and political participation in helping to counter acts of terror and violence. Evidence-based research is used to identify how women can be empowered to enhance the fight against terrorism, and to identify opportunities for substantive, meaningful roles across a wide spectrum of counter terrorism activities. Given current and emerging threats, the book focuses in particular on NATO countries & partners in the Middle East and North Africa, and will be of particular interest to all those involved with security and gender issues.
