The National Aerospace Initiative (NAI) was conceived as a joint effort between the Department of Defense (DOD) and the National Aeronautics and Space Administration (NASA) to sustain the aerospace leadership of the United States through the acceleration of selected aerospace technologies: hypersonic flight, access to space, and space technologies. The Air Force became concerned about the NAI's possible consequences on Air Force programs and budget if NAI program decisions differed from Air Force priorities. To examine this issue, it asked the NRC for an independent review of the NAI. This report presents the results of that assessment. It focuses on three questions asked by the Air Force: is NAI technically feasible in the time frame laid out; is it financially feasible over that period; and is it operationally relevant.

NASA created the University Leadership Initiative (ULI) to engage creative and innovative minds in the academic arena to identify significant aeronautics and aviation research challenges and define their unique approach to their solution. The ULI was started in 2015 as part of the larger University Innovation Project, with the goal of seeking new, innovative ideas that can support the U.S. aviation community and NASA's long-term aeronautics research goals, as established by its Aeronautics Research Mission Directorate. Assessing NASA's University Leadership Initiative reviews the ULI and makes recommendations to enhance program's impact to benefit students, faculty, industry, and the U.S. public.

This study was undertaken in response to a request by the U.S. Air Force that the National Research Council (NRC) examine whether the technologies that underlie the concept of a hypersonic, air-launched, air-breathing, hydrocarbon-fueled missile with speeds up to Mach 81 can be demonstrated in time to be initially operational by 2015. To conduct the study, the NRC appointed the Committee on Review and Evaluation of the Air Force Hypersonic Technology Program, under the auspices of the Air Force Science and Technology Board.

The National Research Council of the National Academies was requested by the National Aeronautics and Space Administration (NASA) to perform an independent assessment of NASA's National Aviation Operations Monitoring Service (NAOMS) project, which was a survey administered to pilots from April 2001 through December 2004. The NRC reviewed various aspects of the NAOMS project, including the survey methodology, and conducted a limited analysis of the publicly available survey data. The Department of Defense is developing the means to transform the nation's armed forces to meet future military challenges. For the Navy and Marine Corps, this vision is encompassed in Naval Power 21. Many new war-fighting concepts will be needed to implement this vision, and the ONR has requested the NRC to identify new science and technology opportunities for new naval aviation capabilities to support those concepts. This report presents an assessment of what they imply for naval aviation, an analysis of some capabilities that, if developed, would make a significant contribution to realizing those concepts, and an identification of key technologies in which ONR could invest to achieve those capabilities. In particular, the report focuses on seven key capabilities: multispectral defense, unmanned air operations, hypersonic weapons delivery, fast-kill weapons, heavy-lift air transport, intelligent combat information management, and omniscient intelligence.
