This volume casts a fresh look on how the political spaces of the Western Balkan states (Croatia, Bosnia and Herzegovina, Serbia, Montenegro, Kosovo, Macedonia and Albania) are shaped, governed and transformed during the EU accession process. The contributors argue that EU conditionality in the Western Balkans does not work ‘effectively’ in terms of social change because rule transfer remains a ‘contested’ business, due to veto-players on the ground and strong legacies of the past. The volume examines specific policy areas, salient in the enlargement process and to a different degree incorporated in the accession criteria, as well as EU foreign policy in the spheres of post-conflict stabilisation, democratization and the rule of law promotion.

The book investigates the scope and limitations of the transformative power of EU enlargement in the Western Balkans. The extension of EU enlargement policy to the region has generated high expectations that enlargement will regulate democratic institution-building and foster reform, much as it did in Central and Eastern Europe. However, there is very little research on whether and how unfavourable domestic conditions might mitigate the transformative power of the EU. This volume investigates the role of domestic factors, identifying ‘stateness’ as the missing link between the assumed transformative power of the EU and the actual capacity to adopt EU rules across the region. Including chapters on Croatia, Serbia, Macedonia, Albania, Kosovo, and Bosnia-Herzegovina, leading scholars in the field offer up-to-date comparative analysis of key areas of institutional and policy reform; including state bureaucracy, rule of law, electoral management, environmental governance, cooperation with the International Court of Justice, economic liberalization and foreign policy. This book provides a critical understanding of Europeanization and statebuilding in the Western Balkans, using the notion of everyday practices. This volume argues that it is everyday and mundane events that provide the entry points to showcase a broader set of practices of Europeanization in countries outside the EU. It does this by tracing notions of Europeanization in the everyday statebuilding of Kosovo, Europe Day celebrations in Bosnia and Herzegovina, urban politics in Tirana, and space and place making in Skopje. In doing so, the book shows that everyday events tell us that as much as it is about changing structures, institutions, and economic models, Europeanization is also about changing behaviours and ideas in populations at large. At the same time, the work shows that countries outside the EU use everyday events to perform their belonging to Europe. This book will be of much interest to students of European Studies, Balkan politics, statebuilding, and International Relations generally.

This volume explores how the process of European integration has influenced collective memory in the countries of the Western Balkans. In the region, there is still no shared understanding of the causes (and consequences) of the Yugoslav wars. The conflicts of the 1990s but also of WWII and its aftermath have created “ethnically confined” memory cultures. As such, divergent interpretations of history continue to trigger confrontations between neighboring countries and hinder the creation of a joint EU perspective. In this volume, the authors examine how these “memory wars” impact the European dimension - by becoming a tool to either support or oppose Europeanisation. The contributors focus on how and why memory is renegotiated, exhibited, adjusted, or ignored in the Europeanisation process.

The book analyses the changing roles of international agencies, governmental bodies, non-governmental organisations, and local communities around major road-building environmental impact assessment processes in order to examine whether the influence of the European Union has transformed environmental governance in Bosnia-Herzegovina and in Serbia.

This book sheds light on the contradictions underlying the European Union enlargement process, specifically to the Western Balkans, challenging the common assumption that the integration of an extended European space might be possible without mutual transformation of the institutions and agencies involved.
