European Union boundaries have always been unusual. In no other political community is both the prospect of enlargement and the ever-present possibility of withdrawal part of the constitutional framework. We find few other instances where some territories in a political community adopt a common currency while others do not. Examples of thick association agreements, such as we find between the EU and third countries like Switzerland and Norway, are uncommon. Over the last number of years, EU boundaries have been challenged like never before. Brexit poses a fundamental threat to the EU’s territorial integrity and the rights of EU citizens to cross what have been regarded as open borders; the refugee crisis and the increase of terrorism both call into question the EU’s ability to justly and effectively manage its external borders; the rise of populism is a direct challenge to internal free movement as the demand to reassert national borders becomes formidable; while the aftermath of the euro-crisis continues to put Monetary Union in doubt. By distinguishing between three categories of boundary change – boundary-making, boundary-crossing and boundary-unbundling – the authors in this volume attempt to shed light on the sustainability and legitimacy of Europe’s boundaries in question. In recent years the borders of Europe have been perceived as being besieged by a staggering refugee and migration crisis. The contributors to The Borders of "Europe" see this crisis less as an incursion into Europe by external conflicts than as the result of migrants exercising their freedom of movement. Addressing the new technologies and technical forms European states use to curb, control, and constrain what contributors to the volume call the autonomy of migration, this book shows how the continent's amorphous borders present a premier site for the enactment and disputation of the very idea of Europe. They also outline how from Istanbul to London, Sweden to Mali, and Tunisia to Latvia, migrants are finding ways to subvert visa policies and asylum procedures while negotiating increasingly militarized and surveilled borders. The Question of Europe comprises essays by some of the leading authorities and commentators on Europe, addressing issues such as EU expansion, Maastricht convergence criteria, democratic accountability, and issues of federalism.

This book examines how the Calais Jungle posed and addressed the European Question. The issue of who and what counts as European was articulated through this makeshift camp. The book argues that the Jungle acquired meaning as a localised struggle to define territory, borders, rights and refugees in Europe. Henri Lefebvre’s spatial triad is used as a framing device for analysis. Discourses of tropicality are shown to produce the Jungle in terms of a postcolonial space of exception. This representational space fused bodies and environment in racialised ways. Attention is then drawn to assemblages that gave rise to political subjectivity, which partially elided a Eurocentric prism of rights. Here, the book explores how a ‘right to the jungle’ was generated via relations between refugees, aid workers and material objects—constituting the Jungle as a space of representation. Finally, intimate life in, and beyond, the Jungle is examined as a spatial practice that contests the EU border regime.

African Migrants, European Borders, and the Problem with Humanitarianism presents a probing examination of the contemporary migrant “crisis” in the Mediterranean Basin. By centering our analysis on how racial slavery has shaped European democratic culture, its abolitionist traditions, and the global structures of capital accumulation, P. Khalil Saucier and Tryon P. Woods reveal and confront how contemporary discourse on the migrant “crisis” displaces Black sovereign mobility. Their inquiry into the modern world’s culture of politics investigates “freedom of movement” discourse’s ostensible confrontation with border policing, the memorializing of Black migrant deaths by artists and advocates, and the visual imagery of a cosmopolitan and multicultural Europe as conceived by filmmakers in response to the migrant “crisis” as variants of a slaveholding culture instantiated in the early Mediterranean and Atlantic worlds. This analysis allows the authors to formulate a new critical framework for analysis of both the problems of contemporary migration and borders and the leading prescriptions on offer from analysts, advocates, and policy makers in order to develop alternate ways of conceptualizing global society.
