EU-US Relations offers answers to the major questions of the future of transatlantic relations and includes almost 30 contributions from prominent worldwide scholars that assess the state of EU-US relations after the war in Iraq. These articles were commissioned at the meeting of the 25 EU Foreign Ministers at Rhodes in May 2003.

This is partly a consequence of the EU's internal policies, as it becomes more unified and autonomous of the US in some areas, while fragmenting in others. Most importantly, it is a consequence of the two actors' increasingly diverging perspectives and positions on international issues, institutions, norms and indeed the value of the transatlantic relationship. Although the long-term effects remain to be seen, it is likely that the cracks in the foundation of transatlantic relations will continue into the present and foreseeable future. In 1990, the signature of the Transatlantic Declaration marked the formal recognition of the European Community as the third main element in the transatlantic institutional architecture, alongside NATO and bilateral relationships. Five years later, US-EU relations took another major step forward with the adoption of a 'New Transatlantic Agenda' (NTA). This volume puts this evolution into historical perspective by identifying the enduring features of the relationship. At the dawn of the Bush administration and in the wake of the Nice Treaty, it also makes a bold attempt at assessing the current state of US-EU relations, notably by taking stock of the changes introduced via the New Transatlantic Agenda. Three years after the crisis ignited by America's decision to go to war in Iraq, can the United States and the European Union be said to be 'friends again'? After a rocky and on occasion openly acrimonious period in EU-US relations during George W. Bush's first presidency,it seems that transatlantic relations have returned to a more harmonious state. A broad convergence of perspectives has emerged which has led to instances of practical co-operation, for example towards Iran, Syria and Afghanistan. Even Iraq has ceased to divide the allies in the way it used to, although on both sides of the Atlantic fundamental views on the war have not changed. Still, many questions remain regarding the depth, scope and solidity of this new US-EU partnership. This volume brings together a unique collection of contributions written by experts from both sides of the Atlantic and from different shades of the political spectrum. The authors explore the issue from various angles, including the alleged rise of anti-Americanism in Europe, America's involvement in the Middle East, EU and US relations with Russia, and the importance of transatlantic economic bonds. This book analyzes the relations between two geographical areas with different levels of regional institutionalization: the European Union and Latin America. Characterized by low interdependence and asymmetry, this relationship operates in different levels ranging from EU-individual countries to EU-Latin American summits.
