The proposed program provides for a comprehensive plan to control noxious aquatic plants within the state waters of South Carolina in the interest of navigation, flood control, agriculture, fish and wildlife, public health, and other related purposes. Target species include alligator weed (Alternanthera philoxeroides), Brazilian elodea (Egeria densa), and water primrose (Ludwigia uruguayensis). Alligator weed would be controlled by an integrated program involving biological control and herbicides. Brazilian elodea and water primrose would be controlled primarily by herbicides. Other treatment methods acceptable under the recommended plan include mechanical harvesting and fiberglass bottom screens. The selection of treatment methods for individual sites would be the responsibility of the Corps in cooperation with the local sponsor. The control program has been tentatively selected based on its performance in addressing the identified public concerns and its net positive contributions to the goals of National Economic Development and Environmental Quality.
