Over the past three decades the developing world has seen increasing devolution of political and economic power to local governments. Decentralization is considered an important element of participatory democracy and, along with privatization and deregulation, represents a substantial reduction in the authority of national governments over economic policy. The contributors to Decentralization and Local Governance in Developing Countries examine this institutional transformation from comparative and interdisciplinary perspectives, offering detailed case studies of decentralization in eight countries: Bolivia, Brazil, China, India, Indonesia, Pakistan, South Africa, and Uganda. Some of these countries witnessed an unprecedented "big bang" shift toward comprehensive political and economic decentralization: Bolivia in 1995 and Indonesia after the fall of Suharto in 1998. Brazil and India decentralized in an uneven and more gradual manner. In some other countries (such as Pakistan), devolution represented an instrument for consolidation of power of a nondemocratic national government. In China, local governments were granted much economic but little political power. South Africa made the transition from the undemocratic decentralization of apartheid to decentralization under a democratic constitution. The studies provide a comparative perspective on the political and economic context within which decentralization took place, and how this shaped its design and possible impact. 1. The purpose The purpose of this study is to gain an insight into and make an introductory comparison of the structure of local government in many countries throughout the world. More specifically the aim is to define and describe in a comparative fashion the various organs of local government and their relationships. The need for, as well as the obstacles encountered in, such a survey are perhaps equally obvious. It is said that he who under stands only his own language knows none. It may just as easily be contended that he who understands only his own govern mental institutions knows none. Governmental comparisons are useful not only to find out how others are governed but also to more fully comprehend the role which one's own governmental institutions play. 1 From a pragmatic point of view there is a still further value in making comparisons of local governments. Local government institutions are constantly undergoing changes. The changes are both formal and informal; they may be evolutionary and revolu tionary. A comparative study of local government can help many countries to take advantage of the experiments and experiences of others. From the beginning of recorded history there are indications of man borrowing heavily from the institutions of his neighbour in organizing his own institutions. In local govern ment there are several examples of countries which have set up their local government systems by wholesale copying the model of another.

A fresh examination of the relationship between two key issues in the on-going debate on urban governance - leadership and community involvement. It explores the nature of the interaction between community involvement and political leadership in modern local governance by drawing on empirical data gathered from case-studies concerning cities in England, Germany, Greece, Italy, the Netherlands, New Zealand, Norway, Poland, and Sweden. It presents both a country specific and cross-cutting analysis of the contributions that communities and leaders can make to more effective local governance. Despite the recent economic upswing in many Latin American countries, rural poverty rates in the region have actually increased during the past two decades. Experts blame excessively centralized public administrations for the lackluster performance of public policy initiatives. In response, decentralization reformshave become a common government strategy for improving public sector performance in rural areas. The effect of these reforms is a topic of considerable debate among government officials, policy scholars, and citizensÕ groups. This book offers a systematic analysis of how local governments and farmer groups in Latin America are actually faring today. Based on interviews with more than 1,200 mayors, local officials, and farmers in 390 municipal territories in four Latin American nations, the authors analyze the ways in which different forms of decentralization affect the governance arrangements for rural development Òon the ground.Ó Their comparative analysis suggests that rural development outcomes are systemically linked to locally negotiated institutional arrangementsÑformal and informalÑbetween government officials, NGOs, and farmer groups that operate in the local sphere. They find that local-government actors contribute to public services that better assist the rural poor when local actors cooperate to develop their own institutional arrangements for participatory planning, horizontal learning, and the joint production of services. This study brings substantive data and empirical analysis to a discussion that has, until now, more often depended on qualitative research in isolated cases. With more than 60 percent of Latin AmericaÕs rural population living in poverty, the results are both timely and crucial.
