The workshop on Coherent Collective Properties in the Interaction of Electromagnetic Radiation and Relativistic Electron Beams has been organized to bring together scientists working in the areas of accelerators, particle beam physics and free electron laser physics. The free electron laser performance and the accelerator providing the electron beam are strongly interconnected. This is particularly true in the case of short wavelength (optical or UV) free electron lasers and electrons storage rings. In this case the electron beam properties are determined by a number of collective effects like the microwave instability, and intensity dependent effects like the single and multiple Touschek scattering. In particular the mechanisms producing the collective effects are similar to that producing the collective free electron laser instability leading to the high gain regime. Most of these effects were presented and discussed during the meeting and we hope that it served the purpose of bringing together these two groups of scientists, to share their know-how and reach a better understanding of the free electron laser/accelerator as a single system.
