In Clans and Democratization, Charlotte Hille investigates clan societies in Afghanistan, Iraq, Albania and Chechnya. She explores and compares the values of clans with those in Western democratic states, while focusing at conflict resolution and democratization. Based on theory and practice, this book provides tools to facilitate democratic state building in clan-based societies.

Although tiny in comparison with other European countries, Albania looms large in terms of its people, culture and history. Blessed by an abundance of natural resources, together with the resourcefulness of its people, it stands strong in the face of much larger countries that have tried to control it and subjugate its people. In the face of overwhelming odds, Albania stood firm, refusing to be subdued to others despite that dominant country remaining on its soil for centuries. Descendants from the ancient Illyrians, a relatively unknown group, together with an obscure language unlike any other in Europe, its people are a mystery and a conundrum in the face of larger and more powerful countries. The Ottoman Empire, for example, dominated Albania and the Balkans for five centuries, but were unable to subjugate these people. Albanian embers for independence were nurtured and kept alive until, in the end, it achieved its national aspirations. Its core identity remained unchanged and strong in the face of such challenge. Perhaps the most remarkable aspect of Albanian is the concept of besa, a term denoting a code of honor. Once given to another, whether an Albanian or a stranger, the Albanian would rather forfeit his life than violate this code and promise. It was due to this concept and code that Jews in Albania, were protected and every manner of succor was extended to them. Albania remains the only country in Nazi-occupied Europe when at the end of that world war there was an increase in its Jewish population rather than the reverse. The Nazis considered the Jewish population in Albania to be about 200 persons. In fact, by war’s end, 2,000 people emerged, relating tales of the extraordinary courage and heroism extended to them by either Muslim or Christian Albanians. To date the State of Israel’s Yad Vashem has recognized 75 Albanians for its prestigious award of Righteous Among the Nations. Ironically, the very same code of honor that protected Jews during World War Two is now used by Albanians to perpetrate criminality across the world. The Albanian Mafia controls a vast international enterprise, overseeing every form of crime. At its basest element, the clannish hallmark of its membership is based on familial connections, with the code of besa given to its leadership and other members. Thereby, all in the clan are considered family for whom the code connects and protects, demanding total unquestioned obedience. Efforts to infiltrate these clans has proven an impossible task because of the interconnected webs of duty and control exerted on all in that organization. Betrayal of the clan is a violation of family and community so that total obedience is a given at all times. Hence, the same nobility of besa is also used negatively, against society and normative social frameworks. In addition, Albania still retains the cultural phenomenon of the ‘third sex’ where women become ‘sworn virgins.’ They are released from their traditional feminine role and become a ‘man,’ doing so by a formal oath given to twelve elders in the community. Afterwards, none may remind this ‘man’ of a previous life as a woman. Though the number of sworn virgins in Albania is small, it is still present and any woman may assume this transformation despite modernity and its claims of equality. The Albanian diet reflects its Mediterranean culture, using olive oil and an array of vegetables that provides an abundance of health to its people. There is much to learn from this ancient society. I hope this book does justice to the many traditions and culture of this unique people.

The North Caucasus, specifically Chechnya and Ingushetia, is a region that has experienced some of the deadliest and most protracted conflicts in Europe. By examining the relationship between state and society, this book considers how state-building has unfolded in a region with highly complex social structures, a history of colonialism, Soviet authoritarianism, and later post-Soviet wars and trauma. Focusing on a systematic analysis of subnational state-building in post-Soviet Chechnya and Ingushetia, and the role of teips (clans) in this process, this study responds to the widely accepted academic claim that governance and ethnic consolidation in the North Caucasus is shaped by the politics of teips. Through socio-anthropological analysis of the clans and how they function towards political systems, Sokirianskaia shows how the teips lost their organizational structure and roles, becoming incapable of mobilizing for political action. While teip symbolism has remained politically relevant, and the bonds of kinship are highly important, they do not form the basis of politics and subnational statebuilding in Chechnya and Ingushetia. Consequently, subnational authoritarianism is not the result of the pre-existing social composition of the society, but a reflection of the rules of the game imposed by Moscow and political choices of the Kremlin-installed local elites.

This edited volume brings together the most recent research about various aspects of organized crime and the responses that have developed worldwide as a result to contain serious criminal acts. This book focuses particularly on the way criminal networking and illegal markets have developed during the first two decades of the 21st century. It examines how these developments have influenced the motivations and opportunities to commit organized crime. The volume not only focuses on illegal activities in illegal markets, such as drug and human trafficking, but also addresses organized crime and deviance in various legitimate industries. Explaining Religious Party Strength explores why religious political parties are electorally successful in some countries but not in others. Drawing on insights from political science and sociology, this book argues that religious parties are typically formed for defensive reasons, reacting against state-builders’ attempts to secularize public services such as education, welfare, and healthcare. Building on these findings, the author argues that the strength of religious parties is determined by the infrastructural power of the state. Weak states that fail to provide adequate public services open up space for religious communities to build a dense network of private schools, hospitals, and charities, which translates into votes for religious political parties. By contrast, strong states that provide efficient public services squeeze out private welfare providers, undermining the electoral strength of religious political parties. The author tests this theory through statistical analysis, using a new dataset on all religious parties which have participated in national parliamentary elections between 1800 and 2015. He includes comparative historical analyses of Roman Catholic political parties in France and Italy and Sunni Islamic political parties in Egypt, Turkey, and Albania. This book will interest students and scholars of religion and politics, specifically those interested in party formation, voting, and political activism, as well as policymakers.

Modern peace support operations are challenged by an array of issues that are not at all 'military' in nature. Increasingly, military and civilian actors like non-governmental organisations, ministries and contractors have to learn how to work together. This book analyses civil-military cooperation processes in disciplines such as logistics, construction and security. The analysis is based on multiple holistic case studies in Kosovo (1999/2000), Kabul (2003/2004) and the Afghan province Baghlan (2004/2005). Taking a business alliance approach, the phases in a civil-military cooperation process are identified. Then the main factors influencing the process are highlighted. Finally, a framework is proposed for evaluating the quality of civil-military cooperation. The book concludes by recommending ways of improving the cooperation process.
