This book studies civic organizations in Miami’s Cuban community. Few places in the United States have been transformed by immigration the way Miami has been transformed by Cuban exiles. Cuban civic organizations help to explain why this is the case. Civic organizations are the heart of the story of the social and political power and influence of Miami’s Cuban community. This community is home to a broad tradition of active political participation and many civic organizations. The sheer number of organizations suggests they have something to do with the community’s considerable vibrancy and civic capacity. How do the organizations work? How have they managed to be so successful over so many years? What can be learned about successful civic organizing from their experience? How will changing United States-Cuba relations impact Cuban civic organizations, and, in turn, broader Miami? These are questions this book helps to answer.

This dissertation examines citizenship formation in Cuba. It asks "What does it mean to be a Cuban citizen today?" Drawing on concepts of state power and solidarity, I explore Cuba's official narrative of "good" citizenship as well as citizens' engagement with values and civic dispositions in daily life. For this qualitative study, I interviewed forty-five parents, young people, and social studies educators to understand how civic values are inculcated and practiced. I also analyzed the national civic education curriculum to learn about the Cuban government's definition of ideal citizenship. Further, I conducted participant observations in homes and one neighborhood community to deepen my awareness of citizenship education in action. Findings demonstrate that values such as solidarity and convivencia (living together) are purposefully modeled and honed across home, neighborhood, and formal schooling contexts. Yet the growing economic gap in today's Cuba has introduced significant challenges: citizens across generations reported on the need to prioritize their own individual concerns over helping their fellow Cubans. Parents and veteran teachers remain committed to formal schooling completion and formal labor participation as rudimentary to "good" citizenship. However, young people, raised in a very different political generation, reconcile contradictions between the expectations and daily realities with greater degrees of autonomy from ideal notions of citizenship. These findings mark an important period of time, just following the increase in private markets and just prior to restored diplomatic relations between Cuba and the United States. They document on-going social and economic transitions in Cuba and evidence how working-class families make meaning of these changes relative to the Revolution. Such changes hold great impact for schooling as well as for citizenship

Citizen Engagement in Cuba: Neighbors and the State in Pogolotti examines citizen engagement at the local level in Cuba through projects initiated by the community since the 1990s. The nature of citizen participation in Cuba is not clearly understood by many in the United States, where the communist government is conflated with the Soviet states of Eastern Europe as a totalitarian regime in which the people of Cuba are helpless to confront, and punished when they do. The reality in Cuba is much more nuanced. This book discusses this reality through a focus on Pogolotti, reflecting on its history as the first low-cost housing community in Cuba in 1910. This community is but one example of a neighborhood where projects represent active participation by citizens. The willingness of communist authorities to work with officially sanctioned workshops and partner with civic groups indicates a level of citizen participation that has not been studied fully and provides an understanding of the relationship between citizens and the state in Cuba.

For Cuba's supporters, health is the most commonly cited evidence of the socialist system's success. Even critics often concede that this is the country's saving grace. Cuba's health statistics are indeed extraordinary. This small island outperforms virtually all of its neighboring countries and all countries of the same level of economic development. Some of its health statistics rival wealthy industrialized countries. Moreover, these health outcomes have resulted against all odds. Setting out to unravel this puzzle, the author finds that Cuba possesses an unusually high level of popular participation and cooperation in the implementation of health policy. This has been achieved with the help of a longstanding government that prioritizes public health, and has enough political influence to compel the rest of the community to do the same. On the other hand, popular participation in decision-making regarding health policy is minimal, which contrasts with the image of popular participation often promoted. Political elites design and impose health policy, allowing little room for other health sector groups to meaningfully contribute to or protest official decisions. This is a problem because aspects of health care that are important to those who use the system or work within it can be neglected if they do not fit within official priorities. The author remains, overall, supportive of health achievement in Cuba. The country's preventive arrangements, its collective prioritization of key health areas, the improvements in public access to health services through the expansion of health facilities and the provision of free universal care are among the accomplishments that set it apart. The sustainability and progress of these achievements, however, must involve open recognition and public discussion of weaker aspects of the health system.

Oleksandra Keudel proposes a novel explanation for why some local governments in hybrid regimes enable citizen participation while others restrict it. She argues that mechanisms for citizen participation are by-products of political dynamics of informal business-political (patronal) networks that seek domination over local governments. Against the backdrop of either competition or coordination between patronal networks in their localities, municipal leaders cherry-pick citizen participation mechanisms as a tactic to sustain their own access to resources and functions of local governments. This argument is based on an in-depth comparative analysis of patronal network arrangements and the adoption of citizen participation mechanisms in five urban municipalities in Ukraine during 2015-2019: Chernivtsi, Kharkiv, Kropyvnytskyi, Lviv, and Odesa. Fifty-seven interviews with citizen participation experts, local politicians and officials, representatives of civil society and the media, as well as utilization of secondary analytical sources, official government data, and media reports provide a rich basis for an investigation of context-specific choices of municipal leaders that result in varying mechanisms for citizen participation.
