“A sweeping account of financial calamities . . . shows how often we’ve been wracked by crises, and how quickly we forget why, setting up the next one.” —Mark Zandi, Chief Economist, Moody’s Analytics In the 1930s, battered and humbled by the Great Depression, the U.S. financial sector struck a grand bargain with the federal government. Bankers gained a safety net in exchange for certain curbs on their freedom: transparency rules, record-keeping and antifraud measures, and fiduciary responsibilities. Despite subsequent periodic changes in these regulations, the underlying bargain played a major role in preserving the stability of the financial markets as well as the larger economy. By the free-market era of the 1980s and 90s, however, Wall Street argued that rules embodied in New Deal–era regulations to protect consumers, and ultimately taxpayers, were no longer needed—and government agreed. This clear, deeply researched history documents the country’s financial crises, focusing on those of the 1920s, the 1980s, and the 2000s, revealing how the two more recent crises arose from the neglect of this fundamental bargain, and how taxpayers have been left with the bill. “An engaging analysis . . . The section on the S & L crisis is excellent.” —Choice “A fluent if dispiriting study of an economic system that forgives those at the top so long as those at the bottom remain willing to foot the bill.” —Kirkus Reviews

Canada's machinery of government is out of joint. In Breaking the Bargain, Donald J. Savoie reveals how the traditional deal struck between politicians and career officials that underpins the workings of our national political and administrative process is today being challenged. He argues that the role of bureaucracy within the Canadian political machine has never been properly defined, that the relationship between elected and permanent government officials is increasingly problematic, and that the public service cannot function if it is expected to be both independent of, and subordinate to, elected officials. While the public service attempts to define its own political sphere, the House of Commons is also in flux: the prime minister and his close advisors wield ever more power, and cabinet no longer occupies the policy ground to which it is entitled. Ministers, who have traditionally been able to develop their own roles, have increasingly lost their autonomy. Federal departmental structures are crumbling, giving way to a new model that eschews boundaries in favour of sharing policy and program space with outsiders. The implications of this functional shift are profound, having a deep impact on how public policies are struck, how government operates, and, ultimately, the capacity for accountability.

Almost half of everything sold in America is listed at some kind of promotional price. People don't only want a deep discount, they expect it - and won't settle for anything less. In this playful, deeply researched book, journalist Mark Ellwood takes a trip into this new landscape. From the floor of upscale department store Sergdorf Goodman to the bustling aisles of a Turkish bazaar, from the outlet Disneyworld of rural Pennsylvania to a town in Florida that can claim to be couponing's spiritual capital, Ellwood shows how some people are, quite literally, born to be bargain junkies thanks to a quirk of their DNA. He also uncovers the dark side of discounting: the sales-driven sleights of hand that sellers employ to hoodwink unsuspecting buyers. Bargain Feveris a manual for thriving in this new era, when deal hunting has gone from being a sign of indigence to one of intelligence. There's never been a better time to be a buyer - at least if you know how the game works. 'This book is a bargain hunter's bible.' Michael Tonello, author of Bringing Home the Birkin'Bargain Fever is just as fierce, funny, tenacious, and tantalizing as its author. I love this book.'
