The energy policy of the Asian Development Bank (ADB) focuses on maximizing energy access, promoting energy efficiency and renewable energy, and promoting improved governance and capacity in the energy sector to strengthen the capacity of developing member countries to meet critical energy needs. This publication seeks to further ADB's efforts to promote knowledge sharing among stakeholders and help identify the policy, regulatory, and legal barriers to energy access; design and implement effective frameworks; and develop strategies to scale up energy access for all. This publication also seeks to serve as a reference for stakeholders and menu of options for further action.

Energy access is an essential prerequisite for economic, social, and human development. The 2015 United Nations Sustainable Development Goals (SDGs) explicitly recognized affordable and clean energy as a key factor in development, alongside education and poverty alleviation. The UN Sustainable Energy for All initiative (SEforALL) mobilizes international donors, countries, and the private sector to help people in developing countries gain access to modern energy services.To assist in support of SEgorALL goals, this joint study of the Inter-American Development Bank (IDB) and the United Nations Development Programme (UNDP) provides a comprehensive review of energy poverty policies and programs in Latin America and the Caribbean (LAC). This report measures the progress and impact of energy-access programs and also documents the experience of successful projects. This study reviews cutting-edge methodologies to assist in program design, shares of experiences of successful programs and develops a vision for reaching sustainable energy for all in the LAC region. With electricity coverage at more than 96 percent, LAC is close to becoming the world’s first developing region to achieve universal access to electricity. Despite recent progress, within LAC there are still substantial pockets of energy poverty. Approximately 21.8 million people are without electricity access. More than 80 million people rely on firewood and charcoal for cooking that is burned in fuel-inefficient, primitive stoves. These traditional cooking technologies emit a significant amount of indoor air pollution (IAP), which has been linked to respiratory illnesses and adverse environmental impacts. Thus, in addition to promoting electricity, energy access programs also might give priority to the promotion of cleaner methods cooking by making available better stoves and cleaner burning fuels at reasonable costs. The report also explores ways to measure energy poverty and monitor energy access in developing countries. The accuracy and effectiveness of tools such as the IEA’s household energy data efforts and the Global Tracking Framework depend on collecting information through standardized national surveys. Approaches to measure energy poverty and monitor energy access have increasingly focused on the provision of energy services such as lighting, space conditioning and cooking. The transition from low-quality energy services to more modern forms can be accomplished in different ways. As households in developing countries adopt electricity and clean methods of cooking, they benefit from higher quality, lower cost and convenient to use appliances. However, measuring the societal and developmental benefits of energy investments--though difficult--is important. Two basic approaches have evolved over the years to measure the benefits of energy access: (i) consumer surplus and (ii) regression-based techniques. The consumer surplus approach evaluates the economic benefits of energy services through measuring increased demand resulting from lower costs of such energy end uses such as lighting, radio and television. When possible, rigorous impact evaluation techniques based on multivariate models can be used to more directly measure the socioeconomic benefits associated with energy access and modern energy services including higher income and improved education. In recent years, new approaches for meeting the requirements of modern and sustainable energy services have emerged. Due to technical and market changes, new types of equipment have become available for providing energy services to rural areas. In LAC, three basic models have been developed to provide rural populations with electricity service: (i) main grid extension, (ii) community networks, and (iii) individual home-based systems (including clean cookstoves).

The Sustainable Energy for All (SE4All) initiative is the global effort rallying action towards a transformation in the energy sector by the year 2030. With targets to increase energy use, expand energy efficiency, and ensure energy access for all, SE4All's priorities are tied closely to the challenges of developing Asia and the Pacific, which is confronting issues of energy sustainability, security, and widespread energy poverty. In the interest of combining efforts and resources to meet the challenge, the Asian Development Bank, the United Nations Development Programme, and the United Nations Economic and Social Commission for Asia and the Pacific have partnered to act as the leading organizations for the SE4All Regional Hub for Asia and the Pacific. Together, they are supporting actions among developing countries in the region that will put them on track to transform their energy sectors, in line with SE4All. This report summarizes the initial activities of the Regional Hub, and contextualizes the challenges in Asia and the Pacific with the global efforts to reach the 2030 targets.

This open access book examines the transition to sustainable energy systems in emerging cities. Experts from around the world present case studies from different countries and discuss efforts were needed for achieving the United Nations Sustainable Development Goals (SDGs). The authors look into the issue of environment vs. economics and discuss the question of whether the energy transition goal can conflict with other development goals such as decent work and economic growth. Furthermore, innovation in energy transition is introduced, both in technology and citizens' engagement. The book presents the latest developments on energy access and transition to sustainability throughout the overall value chain: from basic research in universities to documentation of lessons learned in the field. Sustainable energy access planning, unlike traditional energy planning, gives primary importance to the energy demand of both poor and nonpoor households, the need to make cleaner energy services more affordable to the poor, the costs of both supply-side and demand-side access options, and the sustainability of technology and resource options. As such, this type of energy planning contributes to low carbon development and achievement of Sustainable Energy for All objectives. This report presents a framework for sustainable energy access planning that planners and policy makers can use to design cost-effective clean energy supply systems that both poor and nonpoor can sustainably access to meet at least the minimum amount of energy for their basic needs. The report discusses the multidimensional assessments involved in this type of planning, as well as their interlinkages and implementation issues.

This publication is the theme study for the 73rd session of Commission to be held in May 2017. The main purpose of the publication is to call on policymakers in Asia and the Pacific for urgent actions to transition national energy sectors to achieve the Sustainable Development Goals (SDG), particularly Goal 7. The energy sector transition is the only way to address the sizeable energy deficit which impede progress in energy access in a number of member countries. It will also address gaps between current commitments under the 2030 Agenda for Sustainable Development and the Paris Agreement on climate change and lack of coherent energy strategic and policy frameworks and actions held back progress of SDG7.

Despite decades of effort and billions of dollars spent, two thirds of people in sub-Saharan Africa still lack access to electricity, a vital pre-cursor to economic development and poverty reduction. Ambitious international policy commitments seek to address this, but scholarship has failed to keep pace with policy ambitions, lacking both the empirical basis and the theoretical perspective to inform such transformative policy aims. Sustainable Energy for All aims to fill this gap. Through detailed historical analysis of the Kenyan solar PV market the book demonstrates the value of a new theoretical perspective based on Socio-Technical Innovation System Building. Importantly, the book goes beyond a purely academic critique to detail exactly how a Socio-Technical Innovation System Building approach might be operationalized in practice, facilitating both a detailed plan for future comparative research as well as a clear agenda for policy and practice.
