The coronavirus disease (COVID-19) pandemic is a major global crisis requiring national, regional, and global intervention. The scale of the crisis and the associated size of the response mean that decisions governments make now will influence systems, create assets, and define development directions well into the future. The Asian Development Bank has developed this technical note to help its developing member countries accelerate climate and disaster resilience and low-carbon development through the design of COVID-19 recovery interventions. It proposes an assessment framework that decision-makers can use to select and prioritize a package of recovery interventions that will collectively achieve recovery, climate, and resilience objectives.

This publication outlines the performance of the Asian Development Bank (ADB) in achieving the goals of Strategy 2030, the institution’s long-term strategic framework. It is the 14th in the series of annual reports that tracks development progress in Asia and the Pacific, assesses ADB's development effectiveness, and identifies areas where the institution's performance needs to be strengthened.

The report's overarching conclusion is that CAREC has a unique and urgent opportunity to chart a course of proactive, systematic, and strategic engagement in supporting its member countries in reinforcing, modifying, and implementing existing national strategies on climate change mitigation and adaptation, and in developing a range of regional actions in response to the regional nature of many climate change impacts and solutions.

This report analyses the potential impacts of the COVID-19 pandemic and associated rescue and recovery packages on greenhouse gas emissions to 2030, focusing on three main aspects: 1) What happened to activities and greenhouse gas emissions in 2020, and what are the preliminary estimates for 2021? 2) How did the 2020 and 2021 emissions changes affect pathways through to 2030? 3) What is the expected impact of fiscal recovery packages on emissions through to 2030?
