Under certain conditions, some become effective governors on behalf of the state. Malejacq follows the careers of four warlords in Herat, Sheberghan, and Panjshir—Ismail Khan, Abdul Rashid Dostum, Ahmad Shah Massoud, and Mohammad Qasim Fahim).
