I am both pleased and honored to introduce this book to readers, and I want to take a few moments to explain why. Michael Romanos and Christopher Auffrey have produced a volume which will be of immense value to several different types of people. Planners and other specialists concerned with the development of the Southeast Asian region and the issues and opportunities associated with urban growth and sustainable development will find much to interest them in this book. But the book, I believe, has much wider appeal, and that is what I want to touch on briefly here. The University of Cincinnati, where Michael, Chris, and I work, is attempting to globalize itself - to develop its institutional capacity for international activities, to infuse its curriculum with international themes, and to promote and increase global competence among its graduates. Many American universities are doing this, of course. In the process, we are seeing some very interesting experiments in pedagogy, as faculty look for "learning moments" in new and sometimes exotic places. Michael, Chris, and their colleagues have, it seems to me, developed an outstanding model for learning across national and cultural boundaries. In the chapters which follow, you will read the results of their work. What will be less apparent, however, is the process by which that work was produced.

Poverty and governance are both issues high on the agenda of international agencies and governments in the South. With urban areas accounting for a steadily growing share of the world's poor people, an international team of researchers focused their attention on the hitherto little-studied relationship between urban governance and urban poverty. In their timely and in-depth examination of ten cities in Africa, Asia and Latin America, they demonstrate that in many countries the global trends towards decentralization and democratization offer new opportunities for the poor to have an influence on the decisions that affect them. They also show how that influence depends on the nature of those democratic arrangements and decision-making processes at the local level, as well as on the ability of the poor to organize. The study involved interviews with key actors within and outside city governments, discussions with poverty groups, community organizations and non-governmental organizations (NGOs), as well as analyses of data on poverty, services and finance. This book presents insights, conclusions and practical examples that are of relevance for other cities. It outlines policy implications for national and local governments, NGOs and donor agencies, and highlights ways in which poor people can use their voice to influence the various institutions of city governance.

TheWorld Development Report 2003addresses how to lift from poverty the three billion people now living in severe deprivation. It also explores how to improve the quality of life for everybody today and for the two billion more who will join mankind in the next thirty years. Substantial increases in growth and productivity will be necessary to achieve this goal. The current scale of economic activity and speed of change is such that ecosystem and social structures cannot keep up. TheReportputs forth two main messages: the first point is that enhancing prosperity and reducing poverty requires better care of the planet's ecosystem and social fabric. And secondly, that stronger collective action at all levels--from local to global--is essential for generating and scaling up the institutions that can transform growth.
