The world economy is currently in the throes of a global economic crisis reminiscent of the great depressions of the 1930s and the 1870s. As back then, the crisis has exposed the major structural imbalances in financial and credit markets in addition to global trade forcing many governments, developed and developing, to impose debilitating austerity measures that are exacerbating the structural weaknesses that caused the crisis in the first place. This volume offers historical insights into the origins of the contemporary crisis as well as detailed analyses of the financial and trade dimensions, an assessment of the technological and innovation context along with perspectives on the implications for unemployment and gender imbalances.

Global crises not only deeply impact the economy and people's livelihoods, they also unsettle basic ideas and assumptions about the meaning and drivers of development. This collection of theoretical and empirical studies explores the substance and politics of policy change following the 2007/8 crisis from the perspective of developing countries.

This year marks the tenth anniversary of the 2009 global recession. Most emerging market and developing economies weathered the global recession relatively well, in part by using the sizable fiscal and monetary policy ammunition accumulated during prior years of strong growth. However, their growth prospects have weakened since then, and many now have less policy space. This study provides the first comprehensive stocktaking of the past decade from the perspective of emerging market and developing economies. Many of these economies have now become more vulnerable to economic shocks. The study discusses lessons from the global recession and policy options for these economies to strengthen growth and prepare for the possibility of another global downturn.

The World Bank Group has responded to the global economic crisis with a strong countercyclical expansion of financing. Its disbursements of 80 billion in the past two fiscal years were the largest among the Multilateral Development Banks. There was notable variation across the WBG, with vastly increased IBRD lending, moderately higher IDA financing, and overall responses from IFC and MIGA that were not counter-cyclical. This book is the outcome of a South-South conference jointly organized by the Asian Political and International Studies Association (APISA), the Latin American Council of Social Sciences (CLACSO) and the Council for the Development of Social Science Research in Africa (CODESRIA) in Dakar, Senegal, May 2012. The conference was organised in response to the financial crisis of 2008 which started in the United States and Europe, with reverberating effects on a global scale. Economic problems emanating from such crises usually leave major social and structural impacts on important sectors of the society internationally. They affect living standards and constrain the well-being of people, especially in poor countries. Persistent problems include high unemployment, increased debt and low growth in developed countries, as well as greater difficulties in accessing finance for investment in the developing world. There is a need for countries in the South to examine the available options for appropriate national and regional responses to the different problems emanating from the economic crisis. This book attempts to provide ideas on some strategic responses to the disastrous impact of the crisis, while keeping in mind the global common interest of the South. It is hoped that the book will contribute significantly towards the agenda to rethink development and the quest for alternative paradigms for a just, stable and equitable global political, economic and social system. A system in which Africa, Asia, and Latin America are emancipated from the shackles of hegemonic and anachronistic neoliberal dictates that have nothing more to offer than crises, vulnerabilities and dependency.

Global value chains (GVCs) have driven dramatic expansions in trade, productivity, and economic growth in developing countries. This book examines the impact of the COVID-19 pandemic on GVCs and explores whether they can continue to be a driver of trade and development. The report reviews previous crises and what these tell us about the resilience of GVC firms to shocks. It examines the observed impact of COVID-19 on trade during the sharp global recession of 2020. It summarizes discussions with GVC firms on the impacts of, and their responses to, the COVID shock. GVCs showed surprising resilience, but the rapid recovery raised new issues with supply chains. The book then explores simulations from a global economic model of the potential longer-term impacts of COVID-19 on developing countries and other key factors shaping the global economy, including the evolving role of China, increasing trade restrictions and policy responses to global warming. The analysis shows that while there are risks associated with GVCs, especially those concentrated around key nodes and where opportunities to find alternative suppliers or buyers are limited, there are mechanisms by which GVCs maintain trade relationships during a crisis, paving the way for a strong trade-led recovery. Measures are identified that can enhance the resilience of GVCs in low-income countries. This report finds that policies that maintain and enhance trade can contribute toward crisis management and recovery. Attempts to reshore production would make all countries worse off, including those that implement them, and could drive 52 million people, mainly in Africa, into extreme poverty. Measures to meet climate change commitments will have more profound impacts, leading to a shift away from carbon-intensive GVCs, while new opportunities for trade will arise in GVCs that are less carbon intensive.
