This report aims to support the city of Umeå in becoming the leader in the circular economy as stated in its strategic plan for 2016-2028. Umeå's population doubled over the last 50 years, making it one of Europe's fastest growing cities in a sparsely populated region (Northern Sweden). By 2050, the city is expected to reach a population of 200 000 inhabitants, with consequences on housing, use of natural resources and waste production. As such, the local government is developing a model integrating environmental, social and economic aspects within a circular economy approach. This is in line with the Swedish Government's objective to strengthen society's transition to a resource-efficient, circular and bio-based economy.

Cities and regions play a fundamental role in the transition from a linear to a circular economy, as they are responsible for key policies in local public services such as transport, solid waste, water and energy that affect citizens’ well-being, economic growth and environmental quality. This synthesis report builds on the findings from 51 cities and regions contributing to the OECD Survey on the Circular Economy in Cities and Regions and on lessons learnt from the OECD Policy Dialogues on the circular economy carried out in Groningen (Netherlands), Umeå (Sweden), Valladolid (Spain) and on-going in Glasgow (United Kingdom), Granada (Spain), and Ireland.

Available online: https://pub.norden.org/temanord2020-543/ A systematic and continuously measurement of the progress towards the circular economy can inform decision making and policies, and thus strengthen the circular transition. However, this pre-study, mapping circular economy indicators across the Nordic countries on both national and sub-national level, reveals that as of 2020, data streams and indicators are missing for the inner loops of the circular economy. A monitoring system embracing only selected aspects of the circular economy (where data is readily available) risks exaggerating the focus on these areas and downgrade the importance of other areas where data is unattainable, even though the latter may (in principle) be creating more circular value (such as prolonging products’ lifetimes).

This report provides the main components of existing circular economy initiatives promoted in Estonia and in the city of Tallinn, key challenges and policy recommendations to help the city develop its long-term vision on the circular economy, setting targets for the future.
