The purpose of this book is to illuminate the changing nature of contemporary Japan by decoding a range of political, economic and social boundaries, with a focus on the period following the inauguration of Prime Minister Koizumi Junichirō’s administration (2001—6). A rapid turnover of prime ministers followed Koizumi—Abe Shinzō (2006--7), Fukuda Yasuo (2007--8) and Asō Tarō (2008—)—but the transformation set in motion through his promotion of a more proactive role for Japan internationally, and the implementation of ‘structural reforms’ domestically, set the direction for future administrations. The central argument of the book is that, in order to achieve the twin goals of greater international proactivity and domestic reform, the government and other actors supporting the new direction for Japan pushed forward by the Koizumi administration needed to take action in order to destabilize and reformulate a range of extant boundaries. This task was achieved by deploying material as well as normative resources, including the production of new discourses about the way these resources should be deployed.

Like other industrial nations, Japan is experiencing its own forms of, and problems with, internationalization and multiculturalism. This volume focuses on several aspects of this process and examines the immigrant minorities as well as their Japanese recipient communities. This book is the first book that provides comprehensive economic analysis of cross-border outsourcing by Japanese manufacturing firms based on microdata. Previous literature on many other countries has often been constrained by limited data availability about outsourcing, but research contained in this book exploits unique firm-level data and directly tests theoretical hypotheses derived from new firm heterogeneity trade models. Productivity, capital–labor ratio and R&D intensity are examined at the firm level. While rich empirical results in this book convince us how powerful the orthodox economic theory is in understanding Japanese firms, detailed firm-level findings, combined with accessible and concise overviews of Japanese international trade, are widely informative for international economists, experts of Japanese society, business strategists for offshoring, and policy makers in both developed and developing economies. This book further discusses how boundaries of Japanese firms, traditionally sheltered by language and cultural barriers, are affected by outsourcing decisions simultaneously crossing national borders and firm boundaries. The interpretations of Japanese characteristics in outsourcing have deep implications for understanding drastically changing Japanese business amid globalization.

All firms wrestle with restructuring, involving consolidation of mergers and acquisitions on the one hand, and fragmentation through outsourcing and spin-offs on the other. Through an in-depth investigation into the organizational strategies of Japanese corporate management and union leaders in Japan, Mari Sako explores the issue of 'organizational boundaries' that arises from such restructuring. Examining the strategy and structure of both businesses and trade unions, the book draws upon empirical evidence drawn from interviews conducted at Toyota and Matsushita and their respective unions. It examines their respective strategies in coping with organizational boundaries against the backdrop of changing labour markets, and, in the process, challenges widely held notions about Japanese corporate and union structures. Mari Sako goes on to explore the implications of these relationships in other advanced industrial countries for corporate restructuring, jobs, and labour market flexibility.
