Comprises ten papers grouped under two themes: European strategies to fight youth unemployment: a comparative analysis and critical assessment; and National Action Plans: trends and challenges.

Youth have always had higher unemployment rates – about twice or more than the average – as they are usually the last to be hired in an expansion and the first to be let go in a recession. In addition, young people engage in extensive job searching in their early years, and this can imply considerable job churning as both youth and employers look for a good match. This highlights the importance of facilitating the school-to-work transition and having early interventions to assist such youth before negative conditions set in. It also highlights the potential importance of determining those young people most “at risk” of long-term unemployment, and of targeting or streaming them into programmes that will yield the largest incremental net benefits given their characteristics. Unemployed youth without previous work experience often are not eligible for unemployment insurance benefits when they first enter the labour market. When they do receive job search assistance, they often face a bewildering array of programmes that are available to assist them, often with little guidance to help them select the programs that best meet their needs. Consequently, ensuring that today’s youth do not become a “lost generation” is an urgent matter. George Bernard Shaw once said that it is too bad that “youth is wasted on the young”, implying that youth do not realize the opportunities they have as youth and only see them as they get older. There is a danger, however, that many of today’s youth may be never have those opportunities and hence not even see them with hindsight. This book and others in the ADAPT Labour Studies Book-Series are intended to deal with these challenges, to make sure that youth is not wasted on the young.

Providing original insights into the factors causing early job insecurity in European countries, this book examines its short- and long-term consequences. It assesses public policies seeking to diminish the risks to young people facing prolonged job insecurity and reduce the severity of these impacts. Based on the findings of a major study across nine European countries, this book examines the diverse strategies that countries across the continent use to help young people overcome employment barriers.

This edited collection provides the first in-depth analysis of social policies and the risks faced by young people. The book explores the effects of both the economic crisis and austerity policies on the lives of young Europeans, examining both the precarity of youth transitions, and the function of welfare state policies.

Youth unemployment in the European Union (E.U.) is a growing cause for concern among European officials and national level policy makers alike. The 2008 global financial crisis resulted in sharp increases in youth unemployment, particularly long-term. While the E.U. has created the Youth Guarantee Scheme to assist Member States in their policy initiatives, national governments are responsible for implementing individual strategies. Research on the effectiveness of active labor market policies (ALMP) in tackling youth unemployment, both historic and recent, provides mixed results, and there is a particular lack of research involving cross-country and long-term effects. Using panel regression methods, this study analyzes the extent, if any, ALMP are affecting youth unemployment, specifically those neither in employment, education, or training (NEET). Further analysis explored how political ideology affects the adopting of youth ALMP, and how income inequality may affect overall policy efforts to reduce unemployment. The analysis found similarities to existing literature in the positive effects of training schemes, and the ambiguous results from other policies. However, this research notably found differences within Europe and in particular those countries in the south and east.

This timely analysis examines the complex state of youth unemployment across Europe and offers cogent policy suggestions for addressing this longstanding societal problem. The findings reveal numerous national and regional factors affecting youth joblessness—not only market and economic challenges, but also deep sociocultural and political dynamics underlying the situations. Coverage details how the standard transition from school to work is disrupted in an already depressed adult job market, and compares a wide range of responses in terms of both young people’s educational decision-making and national youth policy. Exacerbated by the Great Recession, youth transitions to employment and adulthood have become increasingly protracted, precarious, and differentiated by gender, ethnicity, and socioeconomic status. Youth Labor in Transition examines young people's integration into employment, alongside the decisions and consequences of migrating to find work and later returning home. The authors identify key policy challenges for the future related to NEETS, overeducation, self-employment, and ethnic differences in outcomes. This illustrates the need to encompass a wider understanding of youth employment and job insecurity by including an analysis of economic production and how it relates to social reproduction of labor if policy intervention is to be effective. The mapping and extensive analysis in this book are the result of a 3«-year, European Union-funded research project (Strategic Transitions for Youth Labour in Europe, or STYLE; http://www.style-research.eu) coordinated by Jacqueline O'Reilly. With an overall budget of just under 5 million euros and involving 25 research partners; an international advisory network and local advisory boards of employers, unions, and policymakers; and non-governmental organizations from more than 20 European countries, STYLE is one of the largest European Commission-funded research projects to exist on this topic. Consequently, this book will appeal to an array of audiences, including academic and policy researchers in sociology, political science, economics, management studies, and more particular labor market and social policy; policy communities; and bachelor's- and master's-level students in courses on European studies or any of the aforementioned subject areas.
