Introduction: Since 2006, the International Food Policy Research Institute (IFPRI) has provided policy research and capacity-strengthening support to guide the planning and implementation of the Comprehensive Africa Agriculture Development Programme (CAADP). Endorsed in 2003 by African heads of state and government, CAADP is a continentwide framework for accelerating growth and progress toward poverty reduction and food and nutrition security through an agriculture-led growth strategy. As part of IFPRI’s support to CAADP, the Regional Strategic Analysis and Knowledge Support System (ReSAKSS) was established in 2006 to provide policy-relevant analysis, data, and tools necessary to support the formulation and implementation of evidence-based agricultural-sector policies and strategies, as well as to facilitate CAADP policy dialogue, peer review, benchmarking, and mutual learning processes. ReSAKSS is facilitated by IFPRI in partnership with Africa-based CGIAR centers, the African Union Commission (AUC), the NEPAD Planning and Coordinating Agency (NPCA), and leading regional economic communities (RECs)

This report analyses the skills and capacities governments need to strengthen evidence-informed policy-making (EIPM) and identifies a range of possible interventions that are available to foster greater uptake of evidence. Increasing governments' capacity for evidence-informed is a critical part of good public governance. However, an effective connection between the supply and the demand for evidence in the policy-making process remains elusive. This report offers concrete tools and a set of good practices for how the public sector can support senior officials, experts and advisors working at the political/administrative interface. This support entails investing in capability, opportunity and motivation and through behavioral changes. The report identifies a core skillset for EIPM at the individual level, including the capacity for understanding, obtaining, assessing, using, engaging with stakeholders, and applying evidence, which wasdeveloped in collaboration with the European Commission Joint Research Centre. It also identifies a set of capacities at the organisational level that can be put in place across the machinery of government, throughout the role of interventions, strategies and tools to strengthen these capacities. The report concludes with a set of recommendations to assist governments in building their capacities.

The Comprehensive Africa Agriculture Development Programme (CAADP) is an Africawide framework for revitalizing agriculture and rural development in order to accelerate economic growth and progress toward poverty reduction and food and nutrition security. This study reviews CAADP and its strategic objectives, key players, implementation modalities, and approach to ensuring evidence and outcome-based policy planning and implementation. The study also lays out CAADP's common analytical framework at the country level and shares economic modeling results from member countries of the Economic Community of West African States (ECOWAS) in which analysis was conducted to examine agricultural growth and investment options for meeting CAADP growth and expenditure targets and the Millennium Development Goal target of halving poverty. Finally, the paper discusses CAADP's review and dialogue mechanisms and knowledge support systems that have been put in place to facilitate benchmarking, mutual learning, and capacity strengthening that will improve agricultural policy, program design, and implementation.

It provided technical and financial support to economic research centres in sub-Sahara Africa (SSA) so that they can undertake policy-relevant research with the goal of influencing economic policy-making. In January 2005, the Secretariat organized an international conference in Dakar, Senegal, during which participants from key economic think tanks presented their experiences in the policy development process in Africa. Of particular interest was the role of economic research and economic researchers in policy-making. The authors examine the extent to which economic policies that are formulated in the sub-continent draw from research based on local realities and undertaken by local researchers and research networks in Africa.

African countries need to improve the performance of their public sectors if they are going to achieve their goals of growth, poverty reduction, and the provision of better services for their citizens. Between 1995 and 2004, the Bank provided some $9 billion in lending and close to $900 million in grants and administrative budget to support public sector capacity building in Africa. This evaluation assesses Bank support for public sector capacity building in Africa over these past 10 years. It is based on six country studies, assessments of country strategies and operations across the Region, and review of the work of the World Bank Institute, the Institutional Development Fund, and the Bank-supported African Capacity Building Foundation.
